JOB VACANCY. OXFAM. Public Health Promoter 1 year Fixed term based in Lodwar; Kenya. Background. Oxfam in Kenya implements a large and innovative programme that incorporates humanitarian responses as well as longer term development and policy work that delivers impact for some of the country’s most marginalised people. Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction. Oxfam in Kenya works in the arid lands of the north, principally in Turkana and Wajir; in the Nairobi informal settlements. In Kenya, Oxfam aims to help millions of people with improved Hygiene and Sanitation, Social Safety Nets (including cash distribution), resilient livelihoods and more citizens led governance. Oxfam is increasingly developing its role as a facilitator or catalyst for change and it puts women at the heart of everything it does. Oxfam Kenya implements some of the organisation’s largest development projects and is increasingly focused on building Kenyan institutions rather than directly implementing itself. The role. the role of this position is to enhance technical support to CHVs to ensure implementation of planned activities to achieve the project objective. Promotion approaches (Child to child, CHAST and CLTS) to ensure implementation of planned activities in targeted villages and schools of Turkana County. Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services. Ensure appropriate community involvement in the design and delivery of essential WASH services and facilities. The incumbent will work closely with ministry of Public Health and Medical Services structure and Oxfam public health engineers and implement an integrated PH programme to achieve the project objectives. Responsibility. *.Develop a context sensitive hygiene promotion implementation strategy using acceptable and applicable community participatory methodologies aimed at behaviour change within the targeted community sites. *.Identify, implement, document and disseminate innovation and programme learning with respect to Turkana’s unique public health needs *.Play a key role in ensuring programme implementation reflects beneficiary feedback *.Foster an integrative approach to programme implementation both within Oxfam and also with other actors *.Develop necessary materials including IEC materials relevant to Turkana’s context and needs. *.Develop and implement structured capacity building for CHVs. *.Provide strategic leadership at all levels of hygiene promotion programme cycle including assessment, programme design, implementation and M&E systems. *.Put in place necessary ways of working including procurement plans, work schedules and budget tracking systems to support effective program implementation. *.Take lead in implementation of training of Water User Committee’s through scheduling of training activities for each community and coordinating with the team members to support training programme as required. This must take into account the different levels of development of each Water User Associations. *.Ensure gender and HIV/Aids issues are mainstreamed within programme. *.To produce timely work plans, provide detailed weekly, monthly and other activity reports to Public Health Engineer documenting progress against objectives and critical bottlenecks encountered in the field. Person specification. *.Knowledge of one or more of the following: public health, health or Hygiene Promotion, community development, environmental health etc. *.At least 3-5 years practical experience with an NGO in community hygiene promotion and or environmental health programmes and other development focused initiatives in the rural areas. *.Experience and understanding of community Mobilisation in relation to water and sanitation activities in complex humanitarian situation and those in the development context. *.Assessment, analytical, planning, negotiation, oral and written reporting skills. *.Knowledge and experience in CHAST, SSHE, SLTS for school based hygiene programming. *.Knowledge and experience in applying the community Led Total sanitation (CLTS) approach to community sanitation.
