Jay Janvier Summary of Enbridge contract: $500,000 split into four sections. Section 1 releases $125,000 when CLFN gives Enbridge a letter of support for the regulators for Phase 1 of the Wood Buffalo pipeline. Section 2 releases $125,000 when CLFN gives Enbridge a letter of support for the regulators for Phase 2 of the WB pipeline. Section 3 releases $125,000 when the pipeline is fully approved by the regulators. Section 4 releases $125,000 after the final season of construction of the pipeline. Other: CLFN members are to receive priority when hiring for the work on the pipeline; Community Development Fund is to be transparent with reports going to Enbridge; Dechen gets exclusive right for the clearing contract; Primco gets exclusive right for security and medical services; NuNenne gets exclusive right for environmental work on the project; Primco gets exclusive right for camp/catering; Enbridge to pay all legal and consultation charges in relation to this contract; CLFN will not oppose or fund opposition to the project. This is a high level overview; the document is 20 pages long. The first installment has been taken by Witten to cover legal fees the CnC have been running up. It is supposed to go toward a community development project. Enbridge is giving equity ownership to other first nations on their other pipeline projects so to me this seems like a weak deal.
