Salary range: Up to $635/day depending on salary history; Open Period: October 4-17, 2013; Position information: Consulting opportunity; Performance dates: On/about November 15, 2013 – February 1, 2014; Duty locations: Anywhere, with potential for short-term travel; Position number: 20012. A. Background: The Center of Excellence on Children in Adversity (CECA) in the Bureau for Global Health of the U.S. Agency for International Development is working to implement the U.S. Government Action Plan on Children in Adversity in six priority countries. The Plan seeks to integrate internationally recognized, evidence-based good practices into all of its international assistance initiatives for the best interests of the child. The Action Plan focuses on three principal objectives: Objective 1: Build strong beginnings: The U.S. Government will help ensure that children under five not only survive, but also thrive by supporting comprehensive programs that promote sound development of children through the integration of health, nutrition, and family support. Objective 2: Put family care first: U.S. Government assistance will support and enable families to care for their children, prevent unnecessary family-child separation, and promote appropriate, protective and permanent family care. Objective 3: Protect children: The U.S. Government will facilitate the efforts of national governments and partners to prevent, respond to, and protect children from violence, exploitation, abuse, and neglect. Scope of Work: CECA is seeking a consultant to facilitate progress towards Objective 1: Build Strong Beginnings: Develop practical technical guidance for Global Health officers at headquarters and at USAID Missions on how evidence-based best practices to promote child development can be integrated into maternal and child health and nutrition programs; Develop a simple tool to measure, assess, and monitor child development (cognitive, motor, linguistic, socio-emotional) at the project level, to be used specifically in primary care and household settings; Possibly assist Global Health officers and field missions to integrate child development interventions into maternal and child health and nutrition programs. C. Deliverables: The Consultant(s) will be responsible for the following activities: Prepare practical, state-of-the-art technical guidance for Global Health officers at headquarters and USAID Missions on integrating child development components and measures into maternal and child health and nutrition programs; Develop a simple tool to measure, assess, and monitor child development (cognitive, motor, linguistic, socio-emotional) at the project level, to be used specifically in primary care and household settings; Prepare presentation materials (PowerPoint and an online video to be made available through CECA’s Global Classroom) to use with Global Health officers at headquarters and at USAID Missions. D. QUALIFICATIONS: The following qualifications are preferred: Advanced degree in child health and development; A minimum of five years of experience implementing programs in lower- and middle-income countries; Familiarity with child development assessment measures across domains. Familiarity with USG-funded programs. Exceptional written and oral communication skills. E.
