Job Offer: Associate Project Officer Title: Domaln: Grade: Organizational Unit: Primary Location: Type of contract: Post number: Annual Salary: Deadllne (mídnight, París time): Application to be sent to: Associate Project Officer Culture P1-P2-80% UNESCO Culture Sector-Division of Cultural Objects and Intangible Heritage, Intangible Cultural Heritage Section, Capacity Building and Heritage Policy Unit Paris, France Project Appoinbnent CLT/PA012 48 000 Euros approx. 6 March2014 [email protected] https://en.unesco.org/careers/sites/careers/files/Vacancy/20140219%20%283%29.pdf OVERVIEW OF THE FUNCTIONS OF THE POST Under the overall authority of the Chlef of the Capacity Building and Heritage Policy Unit and the direct supervlsion of the concerned Regional Offlcer wlthln the Intangible Cultural Herltage Section, and In clase cooperation wlth the relevant Field Offices, the incumbent shall be charged with the management and implementatlon of a regional programme in Lusophone African countries, namely Angola, Cabo Verde, Guinea Bissau, Mozambique and Sao Tome et Principe, funded by an earmarked contribution from Norway to the Intangible Cultural Heritage Fund and within the framework of the global capacity-building strategy far safeguarding intangible cultural heritage through the effective implementation of the 2003 Convention far the Safeguarding of the Intangible Cultural Heritage. She/he will: Collaborate closely with relevant field offices and national counterparts and maintain frequent contact with Permanent Delegations to ensure the effective and timely implementation of the regional capacity-building programme. Define a work plan and budget for each beneficiary country on the basis of the available needs assessments, coordinate such assessments when missing or inadequate and prepare terms of reference for implementation partnership agreements with national counterparts and for consultant contracts for UNESCO-trained facilitators. Monitor the implementation of all activities in accordance with the agreed work plan, carry out necessary adjustments when appropriate and assume all administrative and organizational tasks required to follow up and implement the above-mentioned activities according to UNESCOs rules and regulations. Work closely with the UNESCO-trained facilitators to plan the detailed content and time schedule of each of the capacity-building activities foreseen in the work plan, determine the profile of participants and ensure adequate customizing ofthe training materials, including the coordination oftranslation into Portuguese, as required. Ensure complete and timely reporting of activities and on the use of funds, including budget revisions, to the governing bodies of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage and promote the visibility of the project in relevant media of recipient countries and through the UNESCO website on Intangible Cultural Heritage REQUIRED QUALIFICATIONS EDUCATION • Advanced university degree (Masters or equivalent} in areas related to anthropology, culture, social studies and/or international development. WORK EXPHRIENCE • 2 to 4 years of relevant professional experience in heritage management or cultural policy and project management, ofwhich preferably 1 year acquired at international level. SKILLS/COMPETENCIES • Experience in managing projects, preparing reports and evaluations; • Ability to collect, synthesise and analyse information from various sources. Strong writing skills; • Excellent coordination and interpersonal skills, ability and flexibility to understand the cultural and political environment, good diplomacy skills; • Close attention to detail and quality of work, balanced by ability to manage heavy workload; • Ability to maintain effective working relations within a multi-cultural environment and to work effectively in team environment. LANGUAGES • Excellent knowledge of English and Portuguese DESIRABLE QUALIFICATIONS EDUCATION • Specialized training in issues relating to intangible cultural heritage would be an asset. SKILLS/COMPETENCIES • Experience within a developing country in the national or regional implementation of cultural programmes • Knowledge of UNESCOs Conventions in the field of Culture and of UNESCOs administrative procedures LANGUAGES • Working knowledge of French would be an asset. BENEFITS AND ENTITLEMENTS UNESCOs salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
