Job Order Babies “Job Order” is a horrible but nonetheless a necessary term that refers to more than one fourth (at least) of every Local Government Unit (LGU’s) workforce. Yes, we no longer refer to them as “casual, temporary, or contractual” workers but as Job Orders! They are the breed, they are in the thousands (Tarlac included), that are at the mercy of appointing powers, month after month, for employment. They are the Job Order Babies! Today, President Noynoy Aquino will report to them in his State of the Nation Address. Some of them might even fill the fringes of Congress (a Marcos culture?) or gather at central points of the country, to show their support and liking to the current government. To many, Noynoy would address to them via their TV sets. Noynoy may again tell them about the great many things around since he was president. But he will not tell them, it is cool to be employed as Job Orders. Instead he would tour them for three-hours of “Disneyland.” At the end of the day, they will all retire and come home to their children, as in the past years or so, still employed as Job Orders! PORK BARREL: Did anyone notice the Elephant in the room? During the past week or so, there has been much talk about the pork barrel, or it’s more current technical term “Priority Development Assistance Fund (PDAF)” - do we abolish it or not? Discussing for the nth time, Conrado de Quiroz in his column “There’s the Rub” today, July 22, 2013 at Philippine Daily Inquirer, he said: “Frank Drilon, the next Senate president, agrees. It’s not the executive’s, or specifically the President’s call, to make, it is Congress’. “This is a decision of both houses (of Congress). If one house does not agree, then you cannot abolish (the pork barrel), which is part of the General Appropriations Act.” In any case, he adds, Congress doesn’t even have to move to abolish the pork barrel. “We can simply delete the Priority Development Assistance Fund (the official name of the pork barrel) from the General Appropriations Act, and it’s gone.” De Quiroz adds: “Expressed in this way, it all sounds sober and doable. But it is in fact the most ludicrous thing in the world. What it amounts to is asking Dracula to decide on whether the blood bank should be scrapped or not.” Happy SONA Day everyone.
