Job Title : Head of UNIDO Operations, NOD, Jordan National Company : UNIDO United Nations Industrial Development Organization Job Description : UNIDO is currently looking for an experienced project and/or programme manager to be based in Amman. Deadline for application is 15 September 2014. Organizational Context The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. The Industrial Policy, External Relations and Field Representation Division consists of the Executive Office of the Deputy to the Director General (PRF/DDG), the Policymaking Organs Secretariat, Advocacy and Communications Branch (PRF/PMO), the Research, Statistics and Industrial Policy Branch (PRF/RSI), and the Regional Programmes and Field Representation Branch (PRF/RPF), together with the network of UNIDO field offices. In addition, the Deputy to the Director General directly oversees the Strategic Donor Relations Unit (PRF/DDG/SDR) as well as the UNIDO Offices in New York, Geneva, and Brussels. As part of the strategic alliance with UNDP, the Head of the UNIDO Operations (HUO) will work within the operational structure of UNIDO Desk Office in Amman, Jordan securing technical inputs within UNIDO areas of competence; collaborating closely with backstopping officers in UNIDO Headquarters and reporting regularly to the UNIDO Representative- Country Office-Lebanon as well as to the Arab Bureau, Bureau for Regional Programmes on progress, results and operational issues. The incumbent is responsible for promoting the Organization as an effective partner for development, and for this purpose the HUO maintains close contact with all local stakeholders at the country level as appropriate, including government institutions and international entities. The incumbent is further responsible for identifying national development and donor funding priorities in the country of coverage. The HUO contributes to the formulation and development of technical cooperation projects and programmes, in collaboration with the relevant technical Branches and other appropriate organizational units. The UNIDO Desk Office is also responsible for coordinating and reporting on UNIDO activities in the country of coverage, and providing inputs into the development of regional strategies and policies. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required. Main Functions 1. Contribute to identification, formulation and resource mobilization efforts for innovative and cost effective programmes and projects under the three (3) thematic areas of UNIDO: Poverty reduction through productive capacities, Trade Capacity Building, Energy and Environment in collaboration with strategic partners and in accordance with the Cooperation Agreement with UNDP. 2. Advocate proactively UNIDO’s renewed mandate of Inclusive Sustainable Industrial Development (ISID) by building new and stronger partnerships with government, private sector, civil society organizations, and international organizations, other UN agencies and bilateral partners. 3. Participate in marketing UNIDO’s services, successes and interacts with the government, traditional as well as new financing institutions, multilateral and bilateral organizations and other strategic partners to mobilize resources for UNIDO-led programmes. 4. Review available literature including country reports, technical papers and participates in national and international forum to bring back cutting edge approaches to design new interventions/approaches to expand UNIDO reputation on the global arena. 5. Follow on the implementation of technical cooperation programmes via periodic reviews and monitor particularly the implementation of projects in areas that warrant further technical assistance and participate in the briefing and debriefing of UNIDO consultants and/or experts. 6. Represent UNIDO within the context of Post-2015 Development Agenda discussions and negotiations in Jordan and advocate pro-actively on UNIDO’s renewed mandate. 7. Liaise with other UN organizations and multi-and bilateral development agencies, international/national institutions, and NGOs, to ensure better cooperation mutually reinforcing inputs among all agencies involved in activities related to UNIDO scope of work. 8. Strengthen UNIDO’s role in the UN system-wide coherence activities by participating actively in the UN country team (UNCT) and CCA/UNDAF exercise at the country level. 9. Provide substantive feedback and regular reporting to the UNIDO Representative in the UNIDO Country Office in Lebanon as well as to the Arab Bureau, Regional Programmes and Field Representation Branch on the progress of actions involving UNIDO inputs, including results as well as lessons learned in an effort to evaluate the performance of the desk office operation. 10. Provide operational support to technical cooperation projects/programmes by ensuring appropriate coverage and compliance with the requirements of the UN Security Management Systems. Minimum Requirements Education: Masters degree or equivalent, in economics, business administration, international relations, public administration or other relevant field with specialization in development economics. UNIDO Languages: Arabic (Fluent), English (Fluent), proficiency in French or Spanish an asset. Field of Expertise: Programme management (7 years and more), including working experience in the field of industry and in technical cooperation with developing countries particularly in project formulation, design, implementation and evaluation, some of which at a senior and/or international level. Experience in the UN system desirable.
