CONSULTANT OBSTETRICIAN & GYNECOLOGIST REF: LCPSB/2014/27 JG ‘P’ -1 POST - (Permanent) Duties and Responsibilities • Management of patients/clients as required in this specialty • Give professional guidance to junior medical staff • Conduct wards rounds and mentorship to junior medical staff • Participate in health strategic planning for the county health sector • Participate in other activities directed towards improvement of service delivery • Any other duties that may be assigned based on service need. Requirements for Appointment: i. Be a Kenyan citizen ii. Must have a Masters Degree in Obstetrics & Gynecology (MMED Obs &Gyn ) iii. CLINICAL OFFICERS – PAEDIATRIC REF: LCPSB/2014/31 JG ‘L’ – 1 POST - (Permanent) Duties and Responsibilities include: • Administering of paediatrics in any of the hospitals in the county • Clinical Management of patients, including critical ill patients Requirement for appointment: • Be a Kenyan Citizen • Be a holder of Diploma in clinical medical and surgery and a Higher Diploma in Paediatrics from a recognized training institute • Must be registered and licensed with the Clinical Officers’ Council • Minimum experience 1 year post graduate • Computer literate • Satisfy requirements of chapter six of the constitution 6. CLINICAL OFFICERS – ENT REF: LCPSB/2014/32 JG ‘L’ – 1 POST - (Permanent) Duties and Responsibilities include: • Administering of ENT in any of the hospitals in the county • Clinical Management of patients, including critical ill patients Requirement for appointment: • Be a Kenyan Citizen • Be a holder of Diploma in clinical medical and surgery and a Higher Diploma in ENT from a recognized training institute • Must be registered and licensed with the Clinical Officers’ Council • Minimum experience 1 year post graduate • Computer literate • Satisfy requirements of chapter six of the constitution 7. PHARMACEUTICAL TECHNOLOGIST 111 REF: LCPSB/2014/33 – JG ‘H’ – 1 POST - (Permanent) Duties and Responsibilities include: • The specific duties will be to oversee service delivery in the following areas, among others; • Dispensary and compounding medicine • Verifying and maintaining information relating to medication issued to patients • Ordering and recording of Pharmaceutical and other supplies • Guiding and counseling Pharmaceutical technologist intern and; • Supervision of other staff working under him/her • Any other duties as may be assigned from time to time Requirement for appointment: • Be a Kenyan citizen • Be a holder of a Kenya Certificate of Secondary Education (KCSE) mean grade C and above or its equivalent • Be a hold of a Diploma in Pharmacy or Pharmaceutical Technology from a recognized medical institution • Must be enrolled by Pharmacy and Poisons Board of Kenya • Proof of Membership to Kenya Pharmaceutical Association will be required • Must possess CPD log book • Be computer literate i.e. working knowledge with Ms Word, Ms Excel, Ms PowerPoint, Ms Access • 2 years experience • Satisfy requirement of chapter six 8. MEDICAL LABORATORY TECHNOLOGIST REF: LCPSB/2014/34 JG H – 5 POSTS - (Permanent) Duties and Responsibilities include: • Discharge of laboratory investigative services to patients/clients • Planning and budgeting for laboratory commodities • Compiling and submitting laboratory reports • Any other responsibility that may be assigned by the supervisor Requirement for appointment: • Be a Kenyan Citizen • Diploma in medical laboratory sciences from a recognized training institution • At least two years working experience • Registered by KMLTTB • Computer literate. 9. HEALTH RECORDS AND INFORMATION OFFICER 111 REF: LCPSB/2014/35 JG H – 2 POSTS (Permanent) Duties and Responsibilities include: • Supervision of storage and retrieval of health records • Maintenance of bed Bureau and waiting list procedures of patients • Coordinating the collection of medical statistics from the various sections of the department • Supervision of coding and indexing of diseases and surgical operations in accordance with International Classification of Diseases and International Classification of procedures in Medicine. • Maintenance of patients’ master index, diagnostic index, surgical operation index and other health records indices • All other duties relating health records & information management, which may be assigned as from time to time. Requirement for appointment: • Be a Kenyan Citizen • For appointment of this grade candidates must be in possession of a Diploma in Health Records and Information Technology from Kenya Medical Training College or other recognized medical training institutions. • At least 2 years experience • Satisfy chapter six of the constitution 10. PUBLIC COMMUNICATION OFFICER I REF: LCPSB/2014/41 JG `K’ (1) POST The officer will be responsible for updating the County Website, County Social media pages, Newsletter, county news and event communication in real-time and public mobilization, liaising with the National media practitioners on County news. Duties and responsibilities • Gathering information on existing programs, significant events and the impact on customers and forwarding the same to the Head of Department for dissemination; • Assisting in the development of communications and media strategies • Liaising with media practitioners and the public on issues of mutual concern; and • Editing stories on various topical issues before they are released to the public (Websites & Newsletter) • Any other duties as may be assigned from time to time Requirement for Appointment • Be a Kenya citizen • Have served in the grade of Public Communications Officer II or in a comparable and relevant position in Public Service for minimum period of three (3) years; • Have a post graduate diploma in any of the following disciplines, in the case of holders of general social science degrees: Mass communication, Communication Studies, Public Relations, Journalism, International Relations or its equivalent and relevant qualification from a recognized institution/University; and • Posses good oral and written communication skills in both English and Kiswahili; • Be proficient in Information Communication Technology including use of internet and intranet services; and • Have shown merit and ability as reflected in work performance and results. 16. INFORMATION OFFICER II REF: LCPSB/2014/42 JG ‘J’ - (2 POST) Duties and Responsibilities • Gathering, receiving, verifying, translating and editing news and features from various sources; • Monitoring other media and determining the quality of news in relation to original stories filed or received from News Agencies and relating their relevance to County Government policy; Requirements for Appointment • Be a Kenyan citizen • Be in possession of a Bachelor Degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized university/ institution. • Posses good oral and written communication skills in both English and Kiswahili; • Be proficient in Computer applications; and • Have shown merit and ability as reflected in work performance and results. • Proficiency with taking quality pictures using digital camera and video recordings is essential • Any other duties as may be assigned from time to time. 17. VIDEOGRAPHER II REF: LCPSB/2014/43 JG ‘J’ (1 POST)-permanent The officer will be responsible for recording or capturing county events for uploading on the County Website and Social pages and creating county documentaries Duties and Responsibilities • Creating, editing, encoding and producing video clips for uploading them on county website, social media and package distribution to other various county stakeholders. • Producing scripted content that is filmed either in-house or on location. • Experienced in capturing quality pictures Requirement for Appointment • Be a Kenyan Citizen • A candidate must have a Degree in Mass Communication (specialized in Video production) or Diploma with 3 - 5 years experience in video production from a recognized institution. • A good understanding of encoding, compressing and uploading video content. • Candidates with strong script writing experience will have an added advantage • A strong working knowledge of cameras and videos of different capacity, lighting and sound equipment, newsroom requirements. • Highly creative with strong communication skills. • Any other duties as may be assigned from time to time. 18. COUNTY SECURITY ANALYST / COORDINATOR : LCPSB/2014/44 JG ‘Q’ (1 POST) - permanent Duties and Responsibilities Reporting to His Excellency the Governor on all security matters; Collate and analyze weekly/monthly/quarterly/annual County Crime incidents and produce prompt security briefs in order to mitigate threats in the County; Conduct periodic threat and risk assessment in areas prone to crimes in the County Plan and coordinate information gathering on matters of security and criminal threats in the County Collate gathered information in respective categories for analyses Review and evaluate sources to ensure their relevance in information flow process Monitor and evaluate emerging global security (terrorism and other serious city related crimes) trends and patterns, and prepare intelligence briefs for His Excellency the Governor Safe guard information integrity process from access by unauthorized people and also ensure sources are protected from unnecessary exposure Coordinate all security activities with other stakeholders in/outside the County In all the above activities, there shall be close liaison with the relevant state security agencies Requirements for appointment Be a Kenyan citizen A bachelors degree in social sciences from a recognized university 10 years experience in relevant security field Must have been trained in information analysis, intelligence gathering and security threats and risk analysis Knowledge of criminal procedure, penal code and evidence act Strong analytical, planning and organizational skills IT proficiency Excellent report writing skills and attentive to details Behavior profiling skills Excellent communication and interpersonal skills Satisfy the requirements of Chapter six of the Constitution. 19. COUNTY LEGAL OFFICER/DIRECTOR –LEGAL SERVICE (1 POST), REF: LCPSB/2014/45, JG ‘R’ Terms of Service: Contract/Permanent Duties and Responsibilities will include: • Provision of legal advise to the Governor and County Government; • Drafting of bills; • Reviewing existing by-laws and pass them to County Assembly for enactment as laws; • Maintenance of County properties register; • Advise on Legal and Regulatory matters; • Constitutes County Government and stakeholders meetings; • Advising on corporate governance; and • Issuing instructions to the Attorney General where the county has been sued. Requirements for Appointment • Be a Kenyan Citizen • A Bachelor’s Degree in Law. Masters in Law will be an added advantage • Be registered as an Advocate of the High Court of Kenya and duly registered member of the law society of Kenya. • Be in possession of the Current Law Practicing Certificate • Must be computer proficient • Have demonstrated outstanding professional competence, ability and integrity as reflected in work performance and results. • Satisfy requirement of chapter six of the Kenyan Constitution 20. ASSISTANT DIRECTOR OF INTERNAL AUDIT, ONE (1) POST, REF: LCPSB/2014/46 JG ‘P’ (Permanent) Duties and Responsibilities • Management of Internal Audit Services • Maintaining a strong control environment and supporting initiatives that improve performance. • Undertaking capacity building for staff at the County Level • Establishing risk – based audit plans consistent with the county objectives • Developing leading capabilities in terms of resources, methodology and technology • Communication plans of engagements and resource requirement s and resource for internal audit function. WARD ADMINISTRATOR (FAZA) ,REF:LCPSB/2014/50 (1 Posts) JG `N’ (Permanent) Duties and Responsibilities The ward administrator shall be responsible to the Sub-County administrator for the following: • Coordinating, Managing and Supervising the general administrative functions in the ward unit • Developing policies and plans • Ensuring effective service delivery • Coordination of development activities to empower the community • Providing and maintaining infrastructure and public service facilities • Facilitating and coordinating citizen participation in the development of policies and delivery of services • Establishing, implementing and monitoring performance management systems • Exercising any function and powers delegated by the county public service board or any other authority Requirements for Appointment • Be a Kenyan citizen • Be a holder of a first degree in social sciences from a university recognized in Kenya or a Diploma in the relevant field • At least five (5)years working experience in administration/management • Good interpersonal and communication skills • Ability to learn new skills • Be proficient in the use of relevant computer applications • Satisfy the requirements of Chapter Six of the Constitution.
