In fact, they planned for it. We can safely rely on state legislatures to erect the barriers against the encroachments of the national authority--James Madison. Erecting these barriers is the answer! This solution is also made clear in several recent US Supreme Court rulings, one in particular when two sheriffs sued the Clinton administration in 1994. We have held...that state legislatures are not subject to federal direction. The Federal Government...may not compel the States to enact or administer a federal regulatory program.
