The real work was done by a consulting firm that has been running corporate campaigns against initiatives for nearly 40 years, Winner & Mandabach, based in Beverly Hills, California. It blanketed the airwaves with TV spots featuring Washington citizens. It was barely enough to win. The campaign may be over, but Ferguson has been tenacious in pursuing his case against its major financier.
