Just reading through the Govs Devo proposals and read this little - TopicsExpress

Just reading through the Govs Devo proposals and read this little nugget at the top of page 16: it is anticipated that any further devolution of powers should not of itself confer any systematic financial gain or loss to either Scotland or the rest of the UK or the UK as a whole. If I am reading & understanding, I take that to mean that regardless of which powers are devolved, we as a country will not be any financially better off, and the rUK will not lose out on anything. I thought that the whole point of devolving more powers was so that Scotland could take better control over its own operations??? How can this be done effectively if we have to maintain a status quo with the rest of the UK??? Essentially I read it is weve appearing to give you something, but in reality your getting nothing...
