FINANCIAL RESOURCE MANAGEMENT MANUAL, COMDTINST M7100.3 (series), Chapter 6 B. COMDT COGARD WASHINGTON DC 281844Z SEP 13, ALCOAST 415/13 C. MILITARY ASSIGNMENTS AND AUTHORIZED ABSENCES, COMDTINST M1000.8 (series) 1. In accordance with REF A, a prolonged lapse in appropriations is expected to impact our military, civilian, retiree, and annuitant pay systems. Although we are leaning forward to ensure that we maximize timely pay distribution for our workforce, uncertainties remain, particularly in the capacity of partnering agencies that perform key payroll functions. 2. Payroll operations, listed below, during lapse of appropriations are subject to change upon congressional action, such as House Resolution 3210, Pay Our Military Act. (a) Military members (regular and reserve): Military personnel are expected to report for duty as directed by their commanding officers, consistent with the guidelines in REF A, CHAP 6 and the supporting exempt/non-exempt mission execution and mission support guidance provided by supplementary ALCOAST. Pay earned prior to the lapse in appropriation will be paid on schedule. Pay earned after the lapse in appropriation will be paid once an appropriation is passed. Monthly allotments will be deducted normally. (b) Civilian employees: 1. Throughout the appropriations lapse: REF A is the basis for determining whether positions are exempt or not from lapse in appropriation. REF B provides procedures and timelines for notifying personnel of their exempt status. During the furlough, guidance on the proper coding of timecards will be provided to timekeepers and supervisors (or delegates as appropriate). 2. Category E: Employees in these exempt positions (i.e. positions funded through Yard revolving fund, RDT(and)E, EC(and)R, and boating safety appropriations, and some reimbursable funded positions) will input work hours following regular timekeeping practices and receive payment on the regular pay cycle. This will occur until available personnel funding in these multi-year funds is exhausted. 3. Category C or D: Employees in these positions are exempt from furlough and are required to report to work during the furlough. These employees will be paid on schedule for the hours certified in a pay status in the current pay period up to, and including, Monday, 30 Sep 2013. These employees will be paid retroactively for all time in a work status after 30 Sep 2013 when appropriations are enacted. 4. Category A and B: Employees in these non-exempt positions will be furloughed starting 1 Oct 2013. Certain positions in these categories have been identified as required for orderly shutdown on 1 Oct 2013 and employees in those positions will be notified via SEPCOR. All employees in categories A and B will be paid on schedule for the hours certified in a pay status in the current pay period (up to and including, and including Monday, 30 Sep 2013). Employees shall ensure that scheduled work/leave hours from 22 Sep 2013 through 30 Sep 2013 are accurately recorded on the pay period 19 timecard prior to departing for furlough. Hours worked during a furlough to support an orderly shutdown are compensable, but will not be paid until appropriations are enacted. Non-exempt employees (Category A and will be furloughed and will not be paid unless legislation is enacted that authorizes pay for non-exempt employees. (c) Military Retirees and Annuitants - Retiree and annuitant pay is not anticipated to be impacted unless the appropriations lapse is extended. 3. All personnel are encouraged to verify automated transactions with their financial institutions to ensure they have sufficient funds or make alternate arrangements, as needed. Updates on pay status will be provided by ALCOAST as the lapse in appropriations further develops. 4. Military Leave: Leave may continue to be granted, in accordance with REF C, insofar as Service requirements permit. 5. Coast Guard Mutual Assistance (CGMA) is available during the lapse in appropriations. Today, CGMA offers aid to the entire Coast Guard family: active duty and retired Coast Guard military personnel, members of the Coast Guard Reserve, Coast Guard civilian employees, Coast Guard Auxiliary members, and Public Health Officers serving with the Coast Guard. In general, assistance is provided through counseling, financial grants, interest-free loans, and other related means. More information about CGMA, and the services it provides during the lapse in appropriations to the Coast Guard community, may be found at cgmahq.org/. 6. The Employee Assistance Program and CG SUPRT program (1-855-CGSUPRT) and Work-Life resource and referral services will be available during the lapse in appropriations.
