K:\CityWide\PUBLIC\AI\VHA and CD Division staff reports\2013\120513public hearing section 108 notice.doc CITY OF VALLEJO PUBLIC HEARING PREPARATION OF SECTION 108 GUARANTEED LOAN APPLICATION The City of Vallejo continues to have an interest in the re-use and development of the northern section of the former Mare Island Naval Shipyard, in accordance with the Mare Island Specific Plan, which was adopted in 1999. There are currently several buildings on North Mare Island that need to be demolished in order to proceed with new development. One of the options to complete this activity would be for the City to apply for a federal Section 108 loan from the Department of Housing and Urban Development (HUD). This program allows cities to borrow money for various land-readiness purposes using future federal Community Development Block Grant (CDBG) Program funding allocations as guarantees on the loan. Per HUD guidelines, the City is required to hold a public hearing prior to the preparation of a Section 108 guaranteed loan application to receive comments on the activities proposed to be funded by the loan proceeds. A second public hearing is required after completion of the draft application and prior to submission of the application to HUD. Public comments will be considered in the preparation of the final application. The City intends to submit a Section 108 application by or before June 30, 2014. Therefore, on Thursday, December 5, 2013, shortly after 7:00 p. m., in the Council Chambers of City Hall, at 555 Santa Clara Street, Vallejo, the Housing and Redevelopment Commission of the City of Vallejo will hold a public hearing on the preparation of a Section 108 guaranteed loan application for a project on North Mare Island. Anyone interested in commenting on this topic is invited to attend the public hearing. Comments may also be submitted until close of business (by 4:00 p. m.
