KCNA Commentary Slams U.S. Arms Buildup 전쟁도발과 영구강점을 노린 무력증강책동 -- 조선중앙통신사 론평 -- Pyongyang, October 13 Juche 103 (2014) (KCNA) -- The U.S. decided to make rotation deployment in south Korea within October of the Third Battalion of the U.S. 8th Mechanized Regiment stationed in Texas State, the U.S. In the wake of this decision the U.S. Pacific Command blustered that the U.S. would keep the same level of commitment as now in order to deter attack on the Korean Peninsula and defuse threat from outside. This is nothing but sophism to conceal the criminal nature of its rotation deployment and justify it. The U.S. projected rotation deployment of its forces is a dangerous military move to ignite a war against the DPRK and keep its forces in south Korea for an indefinite period. The U.S. has made such rotation deployment of its forces in south Korea for the last several decades while talking about someones threat and provocation. This year it introduced to south Korea several times a mechanized battalion equipped with M-1 A-2 tanks, combat armored cars, etc. and dozens of fighters including F-16 and F-15E. It is well known that it worked out a five-point scenario long ago to put under its control the Korean Peninsula, a key element in carrying out its strategy for dominating Asia-Pacific. Included in it are a surgical operation plan to repeat the Gulfs war and an all-out war plan to conquer the whole of Korea through blitz warfare. It also envisages a scenario for aggression in the event of internal collapse of the DPRK, a psychological warfare and a plan for dangerous nuclear attack combined with precision bombing, electronic war and network attack. It is the U.S. calculation that it is quite necessary to steadily bolster up its forces capability for an actual war in order to carry them out. As the U.S. made a lamentable confession right after the Korean war that it fought a wrong war with a wrong rival and in the wrong place, it is of more urgent necessity for recovering from its past defeat to increase the capability of its forces to get familiar with the local conditions. Thats why the U.S. is staging madcap war maneuvers against the DPRK every year by making rotation deployment in south Korea of its forces stationed in various parts of the world. High-ranking officers concerned of the U.S. military are now claiming that the rotation deployment of its forces is aimed to bolster up their capability to carry out operations on the spot. The fact that the above-said decision was made at a time when the atmosphere of dialogue is being created on the Korean Peninsula once again lays bare the true colors of the U.S. as a disturber of reconciliation and unity between the north and the south and peace. The U.S. is seriously mistaken if it thinks it can attain its aim for domination through the deployment of its forces. The revolutionary armed forces of the DPRK are the elite army fully ready to beat back any aggressor forces at one blow. The rotation deployment would put the U.S. in a more serious economic crisis and precipitate its decline and ruin. The U.S. had better face up to the trend of the times, properly understand its unfavorable position and withdraw its forces from south Korea at an early date. -0- *********************************************** (평양 주체103(2014)년 10월 13일발 조선중앙통신) 미국이 텍사스주에 주둔중인 미제침략군 8기갑련대 3대대를 10월안에 남조선에 순환배치하기로 하였다. 결정이 내려진 후 미태평양사령부는 《미국은 한반도에서 공격을 억제하고 외부의 위협을 방어하기 위하여 현재와 같은 수준의 공약을 미래에도 계속 유지하겠다.》고 폭언하였다. 순환배치의 범죄적정체를 가리우고 그의 강행을 정당화하기 위한 궤변에 지나지 않는다. 미국의 침략무력 순환배치놀음은 우리 공화국에 대한 침략전쟁도발과 조선반도 영구강점을 노린 위험천만한 군사적책동이다. 미국은 수십년전부터 그 누구의 위협과 도발을 떠들며 남조선에 대한 침략무력의 순환배치를 진행해왔다. 올해에 들어와서도 《M－1 A－2》전차,전투장갑차 등으로 장비한 기계화대대와 《F-16》,《F－15E》를 비롯한 수십여대의 전투기들을 여러차례에 걸쳐 남조선에 들이밀었다. 미국이 아시아태평양지배전략수행에서 관건적요소인 조선반도를 타고앉기 위해 오래전부터 《5가지 판본》으로 된 침략계획을 세웠다는것은 잘 알려진 사실이다. 여기에는 만전쟁을 재연한 외과수술식타격계획이 있는가 하면 조선정복을 단기간내에 속전속결하기 위한 전면전쟁계획도 있다. 그런가하면 우리의 《내부붕괴》에 대처한 침략계획이 있으며 심리전계획뿐아니라 정밀폭격과 전자전, 네트워크공격이 결합된 위험천만한 핵공격계획까지 들어있다. 이러한것들을 성공시키자면 저들무력의 현지실전능력을 부단히 높이는것이 반드시 필요하다고 미국은 타산하고있다. 더우기 지난 조선전쟁직후 잘못 고른 장소에서 잘못 고른 시간에 잘못 고른 대상과 잘못된 전쟁을 치르었다고 비명을 올린 미국에 있어서 침략군의 현지적응능력을 높이는것은 과거의 참패를 만회하기 위해서도 더욱 절실한 과제가 아닐수 없다. 그런것으로 하여 미국은 세계각지에 전개된 무력을 번갈아가며 남조선에 끌어들여 해마다 우리를 반대하는 전쟁연습소동들을 광란적으로 벌리고있는것이다. 지금 미군부의 고위관계자들은 무력의 순환배치놀음이 현지에서의 작전수행능력을 높이는데 그 목적이 있다는것을 내놓고 떠벌이고있다. 현실은 순환배치의 명목하에 각종 부대들을 체계적으로 남조선에 들이밀고있는 미국의 속심이 조선반도에서의 새 전쟁도발에 대비하여 미군부대들의 현지적응능력과 실전능력을 높이는데 있을뿐아니라 나아가서는 조선반도를 영구적으로 타고앉자는데 있다는것을 명백히 보여주고있다. 이번 순환배치결정이 조선반도에서 대화의 분위기가 마련되고있는 때에 이루어진 사실은 북남사이의 화해와 단합의 훼방군, 평화파괴자로서의 미국의 정체를 다시한번 까밝히고있다. 미국이 범죄적인 무력투입으로 저들의 지배적목적을 달성할수 있다고 생각한다면 그것은 망상이다. 우리의 혁명무력은 그 어떤 침략세력도 일격에 짓뭉개버릴수 있게 철저히 준비된 최정예강군이다. 순환배치놀음은 오히려 미국을 더욱 심각한 경제난에 몰아넣고 미국의 쇠퇴몰락을 촉진하게 될것이다. 미국은 대세의 흐름과 저들의 불리한 처지를 똑바로 보고 남조선에서 미군을 하루빨리 철수시켜야 한다.
