KP to Enact Good Governance set of Legislation The Khyber Pakhtunkhwa Government has in principle decided to enact a package of legislation under the umbrella of ‘Good Governance Frame Work’ which would on the one hand strengthen governance while on the other hand eradicate corruption. The decision to this effect was made in a meeting here Tuesday under the Chairman ship of Chief Secretary Khyber Pakhtunkhwa Mohammad Shahzad Arbab wherein besides others Secretary Establishment Sikandar Qayum, Director General Anti Corruption, Syed Fayaz Ali Shah and World Bank representative in Pakistan on General public administration sector Public Administration, Law, and Justice Other accountability/anti-corruption Administrative and civil service reform Public sector governance Public sector governance Public sector governance Public expenditure, financial management and procurement Other public sector governance Sher Shah Khan participated. Prominent Lawyer Baber Sattar Advocate was especially there to guide on the constitutional position on these legislation particularly to avoid the proposed laws being in conflict with federal legislation. It is worth mentioning that the PTI led government in Khyber Pakhtunkhwa is committed to enact an effective and stringent legislation against corruption and corrupt practices but there are two laws the National Anti-Corruption Bureau (NAB) and Anti-corruption Laws which are federally enacted and under Article 143 of the Constitution wherever there arise any inconsistency between a Federal and Provincial Legislation, the former has to prevail. Therefore, it was decided that any fresh legislation against corruption, improving transparency and revitalization of the government organizations to service the masses will have to be enacted keeping such constitutional provision in view. The KP government has already approved the enactment of Right to Information law while work on other legislation like The Conflict of Interest Law, The Local Government and Village Councils Laws, The Right to Service Law, E-Governance and E-Businesses Laws, The Public Private Partnership Law and The Vassal Law is under process which are schedule to be completed by August 15th, this years. Different working groups of experts are separately and in coordination with each other working round the clock to compile these and such other legislative works by the deadline the provincial Government has fixed. Various aspects of the proposed Anti-Corruption Act, its Commission, establishment, prosecution, investigation and operation, autonomy and independence etc. were also thoroughly discussed. It is worth mentioning that all these legislation are new to Pakistan but almost all good practices of the world are been studied for its drafting and adaptation in accordance with the political and objective conditions of the province well in accordance with the international standards that is why the KP Right to Information (RTI) is on the top of the international ranking.
