Kamalnathan panel may notify posts in 20 depts. by Monday: With the scrutiny of data on cadre strength and division of posts submitted by several departments picking up pace, Kamalnathan committee is hopeful of uploading the details of at least four to five departments in a day or two. The posts in the offices of Chief Commissioner of Land Administration, Stamps and Registration, Rural Water Supply, public health engineering etc., will be notified first. After the guidelines for distribution of State level employees were approved by the Centre, the State Reorganisation Cell directed all the departments to submit the details of cadre strength and posts and submit the same to the committee with the signatures of Head of the departments of both Andhra Pradesh and Telangana. However, with errors creeping into the data submitted by some departments, government appointed five Officers on Special Duty to scrutinise the data to ensure only State level posts were considered for the allocation, sources said. “By next Monday, we hope to notify posts in about 20 departments” sources said. There are over 80 departments excluding statutory institutions. Once the drill is set, other departments who are yet to submit entire data related to posts and personnel will also fall in line. “ There is some confusion related to what are State level institutions, field level posts and what posts to be treated as territorial or State-wide posts. This can be sorted out by HoDs of both the States and the list would be uploaded only after approve the list and attest it,” sources added. In the meantime, departments which notified the posts, will start entering personnel data, seniority list online and this will enable the committee to know allocable categories and release options to the employees. Once the personnel list is released, local status verification and certification will be done by the head of departments concerned. The committee then will release provisional list of allocation based on the guidelines. But before that the committee will indicate the vacancies, number of Andhra employees to be allotted to Telangana and vice-versa to both the State governments and to know if the governments are interested in creating supernumerary posts to absorb their respective employees.
