Kaso clears ‘stance’ on land allotment issue Echo of Arunachal ITANAGAR, Aug 1.2012: With the ‘issue’ of latest criteria set for land allotment in the Capital Complex started evoking objections from cross sections of the society, Itanagar MLA Techi Kaso today came up with a Press release, stating that he has “no role” on the subject. Clarifying his stance, Kaso said, “This is with regard to rumours doing the rounds with regards to criteria laid down by the Deputy Commissioner, Capital Complex, Itanagar, for issue of land allotment to the residents of Capital Complex where some of the persons and groups with vested interest are trying to defame me by falsely implicating that the criteria so laid down by DC, Capital Complex is the handiwork of local MLA to curtail the rights and privileges of the people coming from other districts. It is understood that DC, Capital Complex vide order No DC/LRB-0492/2005 dated 20th June’2012 under Rule 127 sub section (i) and (ii) of ‘The Arunachal Pradesh Land Settlement and Records Rule, 2002’ had sought the following documents for issue of land allotment in the Capital Complex: 1. PRC & ST certificate, 2. No Land Holding Certificate from the district where PRC is issued, 3. Affidavit that the applicant does not possess any land in the state of AP, and 4. Building construction permission etc. To me it is the contention of the DC, Capital Complex, if under the above mentioned Acts and Rules, the documents so listed out are sought and in this regard, I being the local representative had nothing to do with it if the acts and rules permit for. If any of the denizens of Capital Complex have any problem then they may come to me directly instead of falsely implicating me to gain cheap popularity out of these laid down criteria by DC, Capital Complex.” He said, “We know, the tribal people in our state are not landless…Our tribal people have their own ancestral land in the form of hills, forests land and mountains even if they don’t have any plot in the Capital Complex. So, the question of ‘No Land Holding Certificate’ as sought by DC, Capital Complex, seems to be illogical and is determined to curtail the right of our own people.” The MLA also feels that the DC, Capital Complex must clarify the stand on this issue to the denizens of Capital Complex to do away with the misconception which has erupted and at the same time, I request the people who are trying to gain cheap popularity out of this issue, to refrain themselves ahead. ANYA too opposes DC’s order Meanwhile, expressing their strong opposition to the Capital Complex DC’s order on land allotment issue, the All Nyishi Youth Association (ANYA) today urged the Chief Minister to intervene into the matter. In a representation to the Chief Minister, the ANYA said he should direct the DC, Capital Complex to settle the “unjustified official order” of asking (for) No Land Holding Certificate by deleting or omitting the criteria, while expressing its apprehension that it may lead to democratic protest movement in the event of failure to do so.
