He is 17 years old! I hope there is someone out there that will take this poor old guy in to their comfortable home & loving family soon and not make him stay on the hard shelter floor. He seems to have some stiffness when he gets up already. If you have an extra, empty soft doggie bed lying around, I bet Bailey will be glad to fill it!
