Kavuludi commission accused of failing police test The International Centre for Policy and Conflict executive director Ndungu Wainaina has criticised the National Police Service Commission. He said the NPSC has not transformed the police into a reliable security organ.Wainaina said although the NPSC enjoys constitutional powers, legal amplitude, it has failed in its mandate to transform the police service into a modern and sophisticated security service. He said NPSC chairman Johnston Kavuludi and his fellow commissioners have failed in their constitutional mandate.
