Ken Mathambos budget on health is a complete replica of what has been stated since 2011. The irony of it is that we are failing to heed to the changing patterns of the Global Health architecture. Granted yes, HIV/AIDS funding is drying out and shift of focus being on NCDs. USAID financial assistance model is also changing. UNAIDS boss Michel Sidibe has also acknowledged that. Mathambo and his team have since 2011 been singing the same song of developing sound financial model that will help the country in the event donors scale down and or close shop. The major problem we have as a country is that we still to date have failed to develop our National Health Accounts. That being the case it makes difficult to determine and assess our Total Health Expenditure. WHO has developed frameworks that focus attention on intergration of health services.What Mathambo presented does not address this at ALL. It is true that as a country we have had greater challenges in comfronting HIV/AIDS. We can no longer pretend that NCDs are there. It is time for Botswana stop talk shops and act. There is little talk on employmen creation and all that they talk about is Ipelegeng scheme. This scheme has become highly politocised, is not cost effective and just mere waste of taxs payers money. It is just populist stanza that has turned un suspecting citizens as myzers who will be fed. I would have understood if Mathambo was talking social welfare by introducing conditional cash transfers ( CCT) This one is just a serious joke
