Kurdish National Council and Syrian opposition National Coalition concluded an initial agreement that included recognition of the identity of the Kurdish people to consider their issue as an essential part of the overall national issue in unified Syria. The agreement also includes the adoption of administrative decentralization in Syria within the new multi-party democratic civilian of a parliamentary republic system based on the principle of equal citizenship, separation of powers and devolution of power. However, the Kurds didn’t accept this item and said that state and federal formula is best for Syria and that they will work to achieve it, according to Shafaq Kurdish news ageny. The Kurdish National Council, which consists of 16Kurdishparties, independents and youth organizations have made several negotiations to join the Syrian opposition coalition, where most of its leaders live abroad. The two sides did not reach understandings after Kurds, estimated of three million Syrian opposition didn’t recognize a set of demands that include recognition of their national rights. The presidential board of the coalition formed by the Vice-Presidents of the coalition and the Secretariat general met late yesterday and decided to sign the agreement which will be presented to the general assembly of the coalition later. According to the details of the agreement’s terms briefed by "Shafaq News" “it includes confirmation of the coalition commitment to recognize the constitutional national identity of the Kurdish people and considered the Kurdish issue an essential part of the national public issue in the country within the framework of the united Syria. The agreement also includes work on canceling all policies, decrees and discriminatory measures applied against Kurdish citizens and address the effects, implications and restore the rights to the concerned people. New Syria ensures according to the agreement, its citizens and all of the components contained in the laws and international conventions on human rights, freedoms and equality in rights and duties without discrimination in nationalism, religion, or gender. And that Syria is a multi- state in its nationalities, cultures, religions and respects the Constitution of international treaties and conventions. The agreement stipulates also commitment to fight poverty and give areas that have suffered from discriminatory policies, adequate attention in the context of development, achievement of justice in the distribution of national wealth, work to raise the capabilities and standard of living of citizens of all segments and regions, especially areas that have suffered from deprivation under the current tyranny system The question arises about the possibility of the implementation of the agreement on reality, as the Kurdish Democratic Union Party which is not a party in the agreement control the Kurdish-majority region in the north and east of Syria.
