Land owners allege fraudulent land transfer. Jammu: The land owners of village Pochhal in tehsil Kishtwar have alleged connivance of Congress leader with revenue officials in the multi-crore land scam. Addressing media persons here today, one of the aggrieved land owner Dilbagh Singh Parihar said that District Congress president Pardeep Singh Parihar son of late Naib Chand resident of Village Pochhal, tehsil and district Kishtwar, incorporated several kanals of Government land (Shamlat Deh Mukbuza Malkan) in his favour and his cousins and their sons, only after when Pardeep Parihar came to know that GREF authorities have decided to change the alignment of Kishtwar- Synthen road from Bindraban to Bhandarkot which falls in village Pochhal. He alleged that Pardeep Singh being a political leader of coalition Government misused his official status to manipulate, insertion in Khasra Girdwari in 2003 Rabi Kharief in Khasra No. 2772/583 which is Gair Mumkin Jar (un cultivated land full of bushes) measuring 20 Kanals in his favour and 15 kanals in favour of his cousin and his sons, attested a mutation by mutating official on 30th March, 2010 under mutation No. 3614 and 3615. The insertion in revenue record shows that they are cultivating this patch of land right from 1971 and thus makes them entitles to get crores of rupees as compensation of this land where as in fact that land was never under cultivation of any one, the record is self explanatory. It was only in the year 2003 Rabi Khariaf when the insertion was fraudulently made in revenue record though this piece of land is still Gair Mumkin Jar in revenue record and on ground. Dilbagh Singh alleged that the mutating official have set aside all norms and have attested mutation in favour of Pardeep Singh who was just 7 years old in 1971, his date of birth being 5th April, 1964. Similarly the mutation No. 3615 in the name of his cousin’s son Kuljeet Singh is shown since 1971 when he was born in 1977. Dilbagh said when he came to know that his milkait land with Shamlat Deh is being acquired for the execution of Kishtwar – Synathen Road, we approached the Tehsildar concerned to get the detail of land acquisition copies but we were not given. He then approached DC office but again he could not get it. Finally he was able to get the copies with the intervention of Revenue Minister. In the meantime land owners approached the State Vigilance Organization Jammu, who have investigated the case preliminary and found involvement of Pardeep Singh Parihar District President Congress and others and registered an FIR against him and others.
