Last evening at about 9:15pm a locking or crushing of concrete or gears were used and I heard a door close open in the vacant apt below me plus the male neighbor next to me went there by the stairs suddenly the sound was on fully after that and is still on now. He is about 20 years of age. He is a stunning example of being a nut case. The door shut and he came back slamming his door. The sound listening device is loud. Who is listening to me? How many people are involved in this sick behavior?
