Last year, the Oklahoma legislature, near the end of the session, gutted an innocuous bill and replace its contents with an unexplained, unsubstantiated claim that homeowners who had invested in renewable energy, instead of helping the utility company with peak demand and total fossil fuel usage, were placing a burden on the other ratepayers, The bill went further, and charged the Corporation Commission with placing a fee on those contributing homeowners, intended to compensate the other rate payers, but with all the proceeds going to the utility companies. Since then, the Corporation Commission has held two unpublicized informatory sessions, during which repeated requests for a cost/benefit analysis of the situation be performed. Note that in MN and TX where this analysis has been computed, found that home generation helped the utility companies, that it was worth more to them than they were paying their homeowners! The commission has apparently ended their hearings on this matter without coming to any conclusions; looks like they are waiting to approve whatever rate increases are requested to comply with recent lawsuit losses against EPA regulations and lump in the surcharge on the environmentally conscious homeowners, perhaps destroying this infant industry and its associated jobs.
