Required Education: BS/BA Degree Location: Fort Polk, Louisiana Required Experience: See Requirements Contact: Michael Whetstone Grade: N/A Employee Type: Salary – Full Time Bid opened: 09/05/14 Job Category: Scenario Development Job Type: Public .:: Essential Job Duties: Lead, Senior Inter-Agency Management and Scenario Developer with responsibility for coordinating the development and synchronization of all US Government Inter-Agency (USG IA) and Civil Military Operations (CMO) rotational training exercise events in accordance with the rotational training exercise master scenario. Deliverable products typically include, but are not limited to, the following: event concepts, training objectives, and coordinating instructions; event scripts and/or talking points for key participants; Role Play and Cultural Role Player biographies and character sketches. Coordinates closely with the MSC Lead Scenario Development Planner and Role Play Branch personnel as well as the JRTC Operations Group personnel to ensure that scripted events are developed to accurately replicate the desired operational environment. Conducts event-oriented training and quality control of Role Players and Cultural Role Players on an “as needed” basis to ensure that scripted events are executed in the desired manner. Ensures that all scripted events and supporting documents are accessible in the Master Events Management System database in a timely manner. Performs other scenario planning and Branch support duties as assigned. .:: Mental/Physical Requirements: Must be able to travel unaccompanied throughout continental US and foreign locations. Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Must submit to and pass pre-employment drug screening. .:: Education/Experience Requirements: Required Experience: BS/BA degree from an accredited college or university. The IA Scenario Writer/Integrator shall possess, at a minimum, experience at the middle or senior Foreign Service Officer/Interagency level (FSO-01 or 02 (06 or 05 equiv) or service within the Interagency with tours overseas at various US Embassy or Consulate General, in a political/economic/management/public diplomacy or with USAID. The IA Scenario Writer/Integrator shall be knowledgeable in IA issues to include Department of State (DoS) and U.S. Agency for International Development (USAID) programs taking place OEF/OIF. The IA Scenario Writer/Integrator shall possess working knowledge of IA relationships and issues with the Departments of Justice, Agriculture, Commerce, Treasury, and Health and Human Services, as well as familiarity with the United Nations, International Organizations and Private Organizations. The IA Writer/Integrator shall participate in the training as a member of an integrated IA/Joint Interagency Intergovernmental Multination (JIIM)/DATE OCT cadre assisting in the overall effort of the IA/JIIM/DATE training team program, including: coaching IA dedicated role players, providing classroom instruction and support that will include, but is not limited to, presentations to the JRTC’s Leader Training Program (LTP) as required and participating in After Action Reviews (AARs) in coordination with the JRTC. Desired Experience: Relevant experience in a G3/J3 Plans or Operations position; previous Combat Training Center experience in either exercise design or as an Observer/Controller/Trainer. Observer/Controller/Trainer; Possess a minimum, working knowledge of IA relationships with other USG agencies to include the Departments of Justice, Agriculture, Commerce, Treasury, Homeland Security, and Law Enforcement bureaus (DEA, INL, FBI). Proficiency in MS Excel.
