Leahy to introduce stronger limits on surveillance programs. Reuters (7/29, Chiacu, Rampton, Menn) reports Senate Judiciary Committee chairman Patrick Leahy (D-VT) plans to introduce legislation Tuesday that would increase limits on the government’s bulk collection of telephone records and increase transparency about the program. According to Reuters, Leahy’s measure may gain more support than previous measures, which have received criticism for being too weak with regarding to reigning in the government’s surveillance programs. Meanwhile, National Security Council spokesman Ned Price said Monday that the White House has been working closely with lawmakers and other interested parties to guarantee passage of a Senate message. Said Price, “Chairman Leahy has done remarkable work reflecting the equities of intelligence professionals while crafting privacy enhancements, and these efforts have yielded significant progress on issues vital to those stakeholders.” According to the National Journal (7/29, Volz, Subscription Publication, 561K), the bill “would effectively end the government’s ability to collect bulk metadata on Americans’ phone records and usher in a series of new privacy and transparency measures designed to prevent abuses at the nation’s intelligence agencies.”
