Legislative Acts Effective August 1, 2014 Three Acts that were passed during the 2014 Legislative Session and signed into law by Governor Jindal affect the Louisiana State Licensing Board for Contractors. These Acts take effect on August 1, 2014. Act 62 (HB 417),Residential Contractor Fraud: Creates and defines the crime of residential contractor fraud as the misappropriation or intentional taking of anything of value which belongs to another, either without the consent or by means of fraudulent conduct, practices, or representations by a person who has contracted to perform any home improvement or residential construction, or who has subcontracted for the performance of any home improvement or residential construction. Act 561 (HB 919), Yard Pipe Bill: Permits any person or firm who is not licensed by the State Plumbing Board, but who is properly licensed for municipal and public works utility construction by the LSLBC to perform limited main - line utility construction on private property or undedicated right of w ay or servitude limited to (a ) gravity sanitary sewer collection lines six inches and larger, including manholes, main lines, wyes and tees, (b) sewer force mains four inches and larger, and (c) water mains four inches and larger, including fire hydrants, valves, and fittings. Act 872 (SB 447), Solar Energy: Requires the LSLBC to adopt rules by January 1, 2015 regulating the installation of solar electric systems or solar thermal systems by licensed contractors. These rules will include, at a minimum, the passage of a separate written exam which conforms to the North American Board of Certified Energy Practitioners certification standards. Contractors licensed in the state as of August 1, 2014 holding the major classifications of Building Construction, Electrical Work Statewide or Mechanical Work Statewide shall be deemed to have met the examination requirement.
