Lets look at WHY they do these things, not just WHAT they are doing. Essentially, police forces throughout the country have been inoculated from any true scrutiny. High public officials do this in order for their own records to be clean. So when you observed the murdering buffoon on ABC extolling his own perceived virtue at the expense of the kid he murdered, know that he was saying these words not just to protect his own ass, but the ass of a state full of neer-do-wells. All of them have Michael Browns blood on their hands now. Justice was not done. Back to my point, though. My point is that they can get away with going for slim pickings because of the myths surrounding these urban environments. That mayor clashed with many black leaders in NY over these issues. Back then, he always pointed to his cleaning up Times Square as an example of his policies working. The truth of the matter was it was the Democratic City Council that had asked for more money for years and FINALLY got it under Clinton that led to the Square being cleaned up and more cops being hired. The mayor had nothing to do with it, but took credit anyway (like he took credit for helping during 9/11 when he was caught fleeing to his underground bunker by TV cameras, and pretended to be taking charge of the matter - total sleazebucket). These myths have been doled out to the masses by way of media saturation and the words of creeps like that former NY mayor, who, to this day, is still on TV preening as if he actually did something special. So amidst being a vainglorious creep, and a lech that left dogged out his ex-wife, Giuliani is a total poser that takes credit for shit he had nothing to do with. That mayor and his corrupt and criminally-convicted police commissioner, Bernard Kerik, ran the citys authorities using a theory called broken windows. Now ordinary beat cops were not prone to stopping each and every individual for such petty offenses as jaywalking, or smoking in a no smoking areas. At maximum, the cops would simply stop the person with a warning. However, the new policy including bonuses based on how many of these petty offenses accumulated within, say, a week, or a month. Monetary bonuses would be given out during certain seasons like spring and winter. This is what gives the officers the rabid incentive to bust people for minor offenses. Theres also the benefit to the citys coffers.Offenses like leaping over a turnstile in a train station now brought with it a rabid response from patrolling officers that are looking to score those bonuses. When the person that commits the offense evades, they get desperate and react accordingly, which is what leads to many of the police brutality cases youve been seeing in the headlines. Its what happened to Eric Garner when he was cornered by a group of plainclothes detectives and harassed for the mere suspicion of selling a single loose cigarette. The cops had nothing on him, but they still had to make the bust, so they physically assault him in order to say that they had a reason to take him in. Either result leads to these officers being rewarded. Had they actually found loose cigarettes on Mr. Garner, theyd have busted a petty criminal and given a quota credit. If they find nothing on him, yet take him into custody for being disorderly and disruptive in a public space (after the police agitate the situation by physically trying to restrain him for no crime other than being there), they get a quota credit for that, as well. See, what drives these violations of civil rights now? Theres a reason why these cops know that they can get away with this conduct. Ill post about the HOW next.
