Life has changed since 1994 Outcome 9: Responsive, Accountable, Effective and Efficient Local Government System The percentage of households in 2009 with access to water infrastructure above or equal to the Reconstruction and Development Programme (RDP) standard increased from 61.7% in 1994 to 91.8% in March 2009. As of March 2009, more than 10 million households (77%) had access to sanitation compared to about 5 million (50%) in 1994. As of March 2009 the number of households with access to electricity has increased from 4.5 million (50.9%) in 1994 to 9.1 million in (73%) 2008.
