Litigation Management In Action Bhubaneswar : 18/July/2013 Litigation Management System (LMS) Cell, in the office of Principal Resident Commissioner, New Delhi was inaugurated today by Sunil Kumar Bhargava, Principal Resident Commissioner, at Odisha Niwas. Vipin Kumar Saxena, Special Resident Commissioner, Aparajita Sarangi, Special Secretary, General Administration (Administrative Reforms), Tribikram Pradhan, Joint Resident Commissioner and Sucharita Sarangi, Officer on Special Duty were present in the ceremony. The initiative for implementation of LMS Cell at Odisha Niwas, New Delhi will enable effective monitoring of all cases filed in the Supreme Court against various Departments and in which the State Government is the petitioner. The Litigation Management System at Odisha Niwas will enable building of database of all cases against the Government pending in the Supreme Court and help in tracking all important events in respect of each case including communication of notice of the case, assignment of Government Advocates, submission of draft reply, revision of the reply by Government Advocate, filing of reply in the Court, adjournments, interim orders, judgment compliance, appeal etc. It will also facilitate effective interaction between Government Departments and Government Advocates. Dr. Bhargava desired that the LMS should be uploaded in a time bound manner with complete information of all pending Supreme Court cases. He expressed that exhaustive and up to date database is a critical requirement for making effective use of the web enabled management system. Mr.Saxena Special Resident Commissioner advised the LMS Cell to keep in touch with the Advocates on Record on a daily basis for regular transmission of all information relating to tracking of the cases. Ms.Sarangi, Special Secretary, General Administration (Administrative Reforms) stated that for management of litigation, LMS has tremendously helped since its inception. It has provided smart computerized system and has got rid of the weaknesses of the old manual system and that it has become quite easy to monitor cases pending in different courts in the State. Pinaki Mohanty, Project Coordinator, CMGI said that LMS cell has enhanced the efficiency of State Government in managing litigation as it has provided with solution for proper monitoring of court cases. The Web-based Litigation Management System has been developed in-house by the Centre for Modernizing Government Initiative (CMGI), under the General Administration (Administrative Reforms) Department of Odisha Government.
