“Load shedding, like the rest of the country, is the prime problem of PK4 but frequent tripping and low voltage has made the lives of the residents just miserable. Supply of clean drinking water and effective drainage system are also two major problems here. Education and health are also in bad shape like other parts of the province. Arif Yousaf is the elected Member of provincial assembly with sounding votes from Pk4. He is energetic and had good vision for his constituency. Abdul Hameed: With the name of Allah, the Merciful the magnificent. On behalf of CRSS; Abdul Hameed welcomes you all in our segment of Olasi Adalat. As you know dear listeners that in today’s segment we visit a certain constituency and then listen to the problems and demands of local people. Then we try to consult their concerned MPA or MNA to discuss all these issues. Today I am present in PK4 Nothia Peshawar with some of the local people. The elected MPA Mr. Arif Yousaf is also here who belongs to PTI. We will talk with these local people first and then we will seek answers from Mr. Arif Yousaf. Abdul Hameed: here is a resident with us. Please introduce yourself first and then tell us your major problem in the area. “My name is Tahir Khan and I am a lawyer by profession. I want to mention the common problem in Pakistan that is load shedding. But the energy problem that we are experiencing these days is of worst kind in the sense that we have a breakdown of power for almost 70 times during twelve hours. It means that after every three or five minutes our eclectic flow is tripped. This practice has disturbed our daily routine and business. Nothing can be done properly because there is frequent tripping in the power supply. I request the authorities to solve this problem for us. Even today our housewives hold a protest against it. We expect too much from PTI and hope that they will deliver.” Abdul Hameed: thanks. Here is another local fellow with us. Let us listen what he has to say. “My name is Safeer Ullah Khan Khalil. I am a resident of old Nothia. In both the old and new Nothia locality, there is an age old problem of drainage system and sanitation. The muds of Nothia are proverbial because the dirty water never gets proper drains here. So we demand proper drainage system here. Secondly, there is no active dispensary in Nothia and we have to rush to Cantonment Board hospital in Saddar. We demand that we should be provided with a small hospital with at least 5 or 6 beds. Another problem here is the encroachment against graveyards. At present they are walled and serve as sanctuary for drug addicts and criminals. These should be fenced and illegal occupations should be demolished. Another common problem is load shedding. Due to low voltage and frequent tripping, many of our expensive electric appliances are being damaged on daily basis. Our women got so much disgusted with this situation that today they came out protesting to the road. They taunted us that there are no men in Nothia to ask for the solution of this problem. Our Chief Minister and ministers have expressed their helplessness in this matter. They lament that there is lack of sufficient funds for them. Imran Khan should release funds to his MPs so that they may utilize them in this matter. Abdul Hameed: Arif Yousaf, you heard about the problem of load shedding. Please tell us whether you have any plan for energy and also the other problems mentioned by the two local people? Arif Yousaf: thank you for giving me the opportunity to speak to my people. Load shedding and power failure is a common problem for the whole country. There has been no improvement in the system for the last ten years. I have observed it myself with some responsible people during my recent visit to grid station on Kohat Road. We were shown there that all the feeders are overloaded at present and every feeder has a certain meter attached to it. If the load exceeds400 mega watts then the feeder trips automatically otherwise the feeder will heat up and will be damaged completely. All the cables and transformers are so old and wearied that all these needs to be replaced. We had a meeting with chief recently where he demanded a certain amount of money to upgrade the system. Our chief minister instantly granted him the money with the assurance that he may be provided with more money if he needs it for upgrading the system. Now I want to make a personal request to all the people that please take some measure yourself because we have to share the load otherwise our present system cannot bear the load. We should resort to fans instead of Ac at our homes. Abdul Hameed: WAPDA is a federal subject but have you people taken any steps at provincial level to solve the energy crisis in the province? Arif Yousaf: As I told you our CM has granted the required money for upgrading the system. It is a gigantic problem and will certainly take some time to be solved. We all are working for it more than anything else. We have decided to approve the construction of small dams across the province at various suitable places. We have also an agreement with foreign investors who will generate one thousand mega watts electricity for us. Cleanliness is another problem in Pk4. You can see piles of garbage everywhere. Machinery with the committee is deficient and some of the employees are not doing their duty. I am keeping a vigilant eye on it and may decide to privatize it because the employees there have accustomed to shun their duty. I am also well aware of the facts about public graveyard being encroached upon by land mafia. I am also working on it and I assure my people that I will try to solve all their problems. Abdul Hameed: hospital was also talked about. What is your take on it? Arif Yousaf: believe me that there is one BHU in every Union Council but just on the record and not on the ground. Whenever CM or the minister is briefed about health sector, he is told that there are hospitals and BHU in every locality but the fact is that most of these exist only in papers and not in reality. I have a proper plan now that every Union council will have a Basic Health Unit with laboratory and proper equipments. Abdul Hameed: valued listeners, you heard the views of Arif Yousaf. Now we have a worthy journalist with us as well. We would like to know his views about PK4 and its problems. Aziz Buneri: For all practical reason, change so soon is an impossibility. Energy crisis is a huge problem and served only as a political slogan before the election but the fact is that nobody can end it so soon. The reason that energy problem cannot be finished is that our people are accustomed to stealing the electricity and we have a rotten and outdated supply system. It is regrettable that our CM and provincial cabinet have threatened to protest with the public against load shedding. I think they should try to solve this issue with the federal government through legal and constitutional ways and channels. Another lamentable fact is that PTI claimed that they have policies ready for each sector and only need s implementation. But now they are in power and have not implemented any of their policies. CM asked for a report from each department but no department has submitted a report to him as yet. They cannot afford to offend the powerful bureaucracy. Bureaucracy is not in their control. Another sad fact is that the government now does not criticize the terror acts and only criticize the police who have already suffered so much and are on the front line against terrorism. I think they bluffed about the policies and in fact they have no policy at all. Abdul Hameed: thank you Aziz. Here are some other people with us as well/let us talk to them. Please tell us your name and your expectations from your MPA? Interviewee: All the others have talked well about the problems here but I want to mention the problem of education here. The whole system in government schools is just rotten. There is no check and balance for either teachers or students. They all come and go according to their own sweet well and there is nobody to control them. The whole admission and transfer procedure and process is totally flawed. We are witnessing for so long now that there is no apparent improvement in the performance of government schools. Parents are compelled to get their children admitted in private schools because they observe timing and syllabus. Abdul Hameed: Thank you sir. Here is another person with us now. Please introduce yourself and then express your opinion about your important issues. “Malik Bilal is my name. There are too many problems that we are faced with but our young MPA Arif Yousaf is really doing well and making sincere efforts to solve our problems. One of the major problems in PK4 is the supply of lean drinking water. Water is supplied mostly through tube wells and unfortunately most of them are out of order and worn out. Our MPA has recently renovated two tube wells for us after almost ten years. People are very happy about it and we hope that he will solve all our problems. Abdul Hameed: thank you Bilal. Here is another person with us. Let us listen to his views. “My name is Sahibzada Dilawar and I live in Nothia. All the tube wells in our area are needed to be upgraded and supplied with new pipes and separate transformers. Another problem is that many people have migrated to our constituency due to militancy in their areas. These IDPs have enrolled their children in our government schools. Our schools are overcrowded as a result. Similarly there are no security arrangements at night and we find it hard to walk around after night falls. Abdul Hameed: As one of the respondents mentioned bad state of education, I would like to have your comments about that Mr. Aziz? Aziz Buneri: if you look, there was no trend of private schools in our society just a few years back. And all our able doctors, engineers and high officials hailed from these government schools. I strongly demand that the teachers in government schools should necessarily be asked to enroll their own children in government schools where they are teaching to our children. The present government has taken the right decision to impose a ban on transfers of teachers but I know that this decision has been violated. You know that teachers are getting good salaries these days. The state should start double shift for them with greater incentives. All the bad teachers should be terminated from their services. Abdul Hameed: What is your own view about this issue Mr. Arif Yousaf? Arif Yousaf: as you know that our priority is education and health. We want unified syllabus across the province with no discrimination. We have put a ban on all the transfers in the education department. I am in close contact with our education minister Atif. Atif and I wonder to find out that all the teachers and professors are interested in their transfer to desired location and none of them is worried about their students and their studies. Our government has allocated sixty billion rupees in our fiscal budget. If we are able to educate all our children then all of our problems would end. Health is also our second priority. In the provincial assembly we have adopted a unanimous resolution that if the Punjab stops the supply of wheat to our province then we threatened to stop the supply of electricity to them. Consequently there is no deficiency of flour now but unfortunately they have increased the price. I request all our businessmen to keep the price normal for common people. As far as police is concerned, I personally appreciate their role and efficiency. They are ever ready to guard us and are doing well. We will enhance their training capacity. It is also on the record that at the start of every session of provincial assembly, we hold dua for the police. New recruits in my constituency are really active and always ready to the call of duty. I am quite satisfied with their performance. Abdul Hameed: It is true that education is your priority at provincial level but what steps are you taking at local level? Arif Yousaf: Most of the steps that we propose will help us all at provincial level but at local level I request all the people to report to me any complaint in schools and colleges. We have hired a competent education consultant Mr. Mushtaq who guide and advise us. I have also formed any team to monitor all the educational institutions in PK4. I myself visit all the schools. I would frankly admit that there are bad and good teachers as well. I request all the people to keep a vigilant eye on their performance and report any complaint to me. Abdul Hameed: Availability of clean drinking water is a big problem in Landi arbad, Swato Phattak and other places. Most of the tube wells are out of order. What will do for it? Arif Yousaf: I personally went to a tube well in Dari Baghbanan and asked the operator to start the tube well in my presence. It was found that mud was flowing with the water. I instantly changed the main pipe but the problem is that for the last ten years no repair work has been done in this area. I usually ride on my motorcycle and keep visiting my constituency. As we have no funds with us, we depend on the department and ask their assistance. Some pumps are inside the private boundary wall. We have to adopt a proper procedure for everything. Red tapeism is a curse in our government offices and it takes quite a time and labour to do an ordinary work done. We are changing the trends now. We have changed ourselves and now I request the masses to change themselves as well. They should try to keep their places clean. It will take time to get rid of energy crisis. At present I request the people to take care about the load on electricity and use measure to reduce load shedding. Abdul Hameed: what message would you like to convey to the people of Pk4? Arif Yousaf: well, what to talk of my people. I am so thankful to them. I was expecting seven to eight thousand votes at the most. But I was wonder struck to find that I got 21 thousand votes. I wept and said that how will I be able to repay their trust. I want to tell them frankly that we have no funds at present but be patient. We will fulfill all our promises. Imran Khan has a severe check on all of us and we cannot deviate from our promises. I call for good suggestion for improvement from all of you. I will be with my people ever.
