Local authorities, rural and urban, are run by elected councillors. For urban local authorities, there is a town secretary/ town clerk as the head of the implementing arm of the council, while the rural district councils have chief executive officers as the head of the implementation arm of the council. The Chairperson/ Mayor of a local authority chairs proceedings, and should lead other councillors so that they remain focused on excellent service delivery and development. Who is the Chairperson? - The Mayor/ Chairperson is the political head of Council, and is required to chair all council meetings and preside over all council functions in Zimbabwe. The Mayor/ Chairperson is a conflict manager in the sense that he/she should resolve conflict in the chamber between individual councillors. He/ she does this to ensure harmony in the house. Modus Operandi of Mayor / Chairperson - In the performance of his/ her duties, the Mayor/ Chairperson should take the following into consideration; - He/ she is accountable to other councillors, the community and the Ministry of Local Government, Public Works and National Housing. - True leadership in council depends on clear recognition that the Mayor/ Chairperson and Town Clerk/ Town Secretary/ Chief Executive Officer depend on each other and that the Mayor/ Chairperson cannot work without his/ her head of executive (Council Leadership Induction 2013 Trainers Manual).
