Local government units (LGUs) have their own problems with officials elected from a political-dynasty family, who can exchange offices at will after nine years. It’s like exchanging gifts too often. There’s a pending bill against this arrangement, but is not expected to pass to implement a prohibition in the Constitution. If adopted into law it can save tens of billions of tax money and deprive politicians of the right to “earn it.”
