Looks like Bixby has allowed the Opt Out for parents. This article better explains the situation than the feeble attempt at the document provided by Dr Ogilvie to Kristal Picolet. This article says that school systems are responsible for managing what happens. Opting out of the test means that a third grader might not move up, and that an eight grader wont be able to get a drivers license. I just think that our school system should not take the authoritarianism approach to force this as a mandate. Give parents the option to parent. If the parent provides a written opt out, the school should develop a statement of understanding that explains the possible outcomes. That would allow the parent to make an educated decision based off the State Mandated law. They should not be allowed to retry the attempt on a kid in some class room, isolated, with no other way to answer but Ok, OK, Ill do it. Could you imagine a kid going through this?
