Anyway, almost all of them with fake documents and no credentials are already crimininals. Tourist visas are not acceptable to work in the USA. IT companies can be sue if they broke the american laws. Besides that it must be a fraud against 500 Fortune companies in fact adding several countries that could sue them for not paying taxes in their own countries.
