MANIFETSO Preamble I have devoted my energy , courage (against all odds) and resources to the sustenance and development of worthy causes that will develop my place- Aniocha. From my school days to date I have become an incorrigible and unapologetic believer in a blessed Aniocha in particular and Anioma in general. I present myself for service to my people. I come forward fully aware of the depth of the requirement of this service. I am prepared and poised to channel my experience and intellect towards using legislative opportunities and powers of the state and mobilization of all political, social, professional and international leverage to pursue and achieve the development of Aniocha South. My people, with all sense of humility, laced with service and purpose, I present to you my vision in a way that will be easy for you to assess and measure if I have done as I have promised and to what extent. I present this day between you and me a contract for posterity. I will urge everyone, anyone here today to keep a copy of this. Upload it to all available social media, file it, but do me a favour let me have feedbacks whether I am doing well or better. Put me in remembrance. By God’s grace, I say I will not deviate. The vision is clear, the mission is simple; I will bring Government to our people. The presence of the government of Delta State will be felt in the following areas: Power supply (2) Roads and Infrastructure (3) Human capital development POWER SUPPLY In this modern day and age, having a people in abject darkness is an aberration. Before I ventured into wanting to represent my people in Delta State House of Assembly some of you know the role I played and how far we went to restore power supply to our people. I was advised time and again to give the struggle a rest. Till date we are still in the dark, but I believe that with your vote I will go in your name, as someone send by his father to demand what should be yours. I am not promising you power supply as a favour but I promise to restore your confidence in what should be yours. There must be light. ROADS AND INFRASTRUCTURAL DEVELOPMENT I recall in 2007 when my business associates visited from Europe, we spent a week in and around Ogwashi Ukwu. I was asked how come we do not have people speaking for us in Government. I was also asked if we have a state house of Assembly. I was bombarded with questions I did not have a most appropriate answer for without degrading our image any further. I tried wriggle out of it till one of them seeing my predicament and inqetitude their inquisition had cause me, tapped me on the shoulder and said ‘we are not saying it is your fault just that you guys seem to be just watching’. That instructed me. I dare not stand before you today to tell you I am going to fix all roads that would be a lie; but I can tell you that every year, we will take as much as the state budget can accommodate annually and gradually we will get there. Only you have to do me a favour, you will have to work with me to ensure contractors are delivering what they are paid for. Schools will be built, health centres will be built. You shall all see it in your lifetime. What makes a place developed? What makes a people happy with leadership? The vision is clear enough, we shall not leave it to the government alone. International friends and associates, sons and daughters of Aniocha in all walks of life will be happy to come in. Again I will beg you, when they come because I know they will, make them comfortable so that more development can be attracted. Human Capital Development Our quota is grossly underutilised in the state and service. There has to be equitable distribution of these slots. I will see to it that employment bureau is set up in each town that make up Aniocha South LGA. Through these offices also you can always reach me and access information. Information is key. Many times our people are not aware of government programs going on designed for them and as such are deprived. We will set up information and collaboration mechanism that will work. Employment and youth development , empowerment of women and youth, periodic seminar and workshop as well as setting up of a micro credit scheme such as has never been experienced before among our people. My people these are the key areas I will strive to deliver upon. Let us work together, Oganishu Aniocha dianyi na aka. Polycarp Emeka Elumeze Delta State House of Assembly
