MANILA – Budget Secretary Florencio Abad on Monday proposed an additional holiday bonus of P10,000 for 1.67 million government employees, in the form of a productivity enhancement incentive (PEI). The proposal is estimated to cost P11.68 billion. This is in addition to the half of the regular year-end bonus (or 13th month pay) and cash gift of P5,000, which was already given to government employees from November 15 to 30. Our improved expenditure and deficit management will allow the national government to authorize the grant of additional bonus to government personnel on top of what they regularly receive, Abad said. The total year-end bonus amounts to P27.82 billion, and half of which was released to employees in May as a mid- year bonus. The government will shoulder the P10,000 PEI in full. This is unlike in the past when P7,000 would be funded by the national government and the rest from savings of respective agencies. Under this policy, there are agencies who cannot provide their P3,000 share in full or in part, to their employees due to insufficient savings. To be fair to all employees, we are proposing that the full P10,000 will be given to them through the national government, he said. The Department of Budget and Management has already submitted to President Benigno Aquino a proposed administrative order, where employees in the Executive Branch, including those in government-owned or controlled corporations and financial institutions will be granted a one-time PEI of P10,000 each. Employees, whether on permanent, temporary, casual or contractual status and active as of November 30, will be eligible to get the PEI. The full amount will be given for those who have had at least 4 months of service as of that date. Employees in the Legislative and Judicial branches and other offices with fiscal autonomy, may be given the PEI bonus at rates not exceeding P10,000. This will be chargeable to their respective available savings. For local government units, the PEI bonus for employees may be determined by the Sanggunian depending on their financial capability.
