MEACA joins Local Governments in the 20th Anniversary Celebrations. The Ministry of East African Community Affairs MEACA joins the Uganda Local Governments Association (ULGA) to celebrate 20 years of existence. ULGA is an umbrella body of Local Authorities in Uganda established in 1994. This was at a time when the Ugandan government had started the Decentralization Policy and was in the process of drawing up the 1995 Constitution. Composed of District Chairpersons and Chief Administrative Officers, ULGA was established to lobby and advocate for their members with a stronger voice, to address Local Governments’ concerns. ULGA has two categories of members, the District Councils as Higher Local Governments and Municipalities, Sub counties and Town councils as Lower Local Governments. Currently all the One Hundred and Eleven (111) Districts and over Eight Hundred (800) Lower Local Governments are members of ULGA.
