MECs statement on International Anti-Corruption Day (English and Dari): The passage of International Anti-Corruption Day on December 9 affords the Afghan government and people, as well the international community, with an opportunity to assess the state of the ongoing fight against corruption in Afghanistan. As the UN notes, corruption’s effects range beyond the narrow economic sector and negatively impact “education, health, justice, democracy, prosperity, and development.” This is surely the case in Afghanistan where, for too long, powerful individuals have exploited their positions to advance their own interests instead of serving the public. But while the most egregious cases of corruption, such as the collapse of the Kabul Bank, have involved hundreds of millions of dollars and high-level officials, petty corruption presents myriad challenges for ordinary citizens and increases the cost of conducting even the most basic of transactions, such as transferring a parcel of land or seeking redress from a court of law. To combat the multi-faceted nature of corruption, a coordinated effort between Afghan and international stakeholders is required. Conscious of the reality that the battle against corruption will not be won in isolation by any one agency or individual, the Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) is forging productive relationships with the new Afghan government and with members of the international community that will enable it to operate more effectively in the coming years. In recent weeks, MEC has consulted with Afghanistan’s President and Chief Executive Officer about the new administration’s anti-corruption agenda, exchanging ideas and exploring areas where cooperation would be mutually beneficial. And while the initial signs are promising, MEC—an independent organization that receives no financial support from the Afghan government—will continue to monitor the government’s progress in fighting corruption, providing it with recommendations designed to improve the effectiveness of its institutions in addressing all manner of corruption-related issues, including graft, nepotism, and financial fraud. On the international front, December saw MEC actively engage with international stakeholders, attending major conferences in London, on the future of international assistance to Afghanistan, and in Washington, on the global effort to fight corruption. These forums provided MEC with an opportunity to share its work and build partnerships with key international institutions involved in what the UN refers to as “breaking the corruption chain.” As Transparency International noted earlier this month, corruption remains a dire problem in Afghanistan. Early next year, MEC will be issuing a comprehensive update of the status of the more than 180 recommendations it has issued since 2011, thus providing a unique and crucial look at the current state of anti-corruption efforts in Afghanistan. It is our profound hope that, by December 9, 2015, MEC will be able to report substantial progress on these and other indicators and that the people of Afghanistan will be able to see this progress reflected in tangible improvements in their daily lives. تجلیل از روز بین المللی مبارزه علیه فساد اداری بتاریخ 18 قوس به مردم و دولت افغانستان و همچنان به جامعه بین المللی فرصتی را بمنظور ارزیابی وضعیت مبارزه علیه فساد اداری در افغانستان مساعد ساخت. قسمیکه سازمان ملل متحد اظهار میکند، تأثیرات منفی فساداداری تنها به سکتور اقتصادی محدود نشده و روی تعلیم و تربیه، صحت، عدالت، دموکراسی، رفاه و توسعه نیز اثر میگذارد. این وضعیت، یقیناً در افغانستان، جایی که افراد زورمند از مقام خویش برای تامین منافع شخصی خویش بجای خدمت به مردم استفاده کند، جریان دارد. اما، زمانی که قضایای کلان فساد اداری مثل بحران کابل بانک، که مربوط به صد ها میلیون دالر و مقامات عالی رتبه دولتی در آن دخیل میباشند، فساد اداری کوچک سبب بوجود آمدن هزاران چالش برای شهروندان عادی شده و حتی سبب بلند رفتن هزینه انجام دادن کوچکترین معامله، مثل انتقال مالکیت یک نمره زمین و یا درخواست جبران خساره از محکمه میشود. به منظور مبارزه با طبیعت چند وجهی فساداداری، یک تلاش جدی با تشریک مساعی ارگان های مسؤل افغانی و بین المللی ضروری میباشد. با درک این حقیقت که در مبارزه علیه فساد اداری یک سازمان یا شخص به تنهایی نمیتواند موفق شود، کمیته مستقل مشترک نظارت و ارزیابی مبارزه علیه فساد اداری (MEC) مناسبات مثمری را با دولت جدید افغانستان و اعضای جامعه جهانی که میخواهند مبارزه علیه فساداداری در سال های آینده در افغانستان موثر واقع شوند، ایجاد نموده است. کمیته نظارت و ارزیابی (MEC)، در هفته های اخیر با رئیس جمهور افغانستان و رئیس اجرائیوی در مورد اجندا مبارزه علیه فساداداری حکومت جدید بحث، تبادل نظر و آنگونه که برای هردو جانب موثر باشد مشورت نموده است. همچنان، آنگونه که اقدامات ابتدایی امید بخش است، کمیته مستقل نظارت و ارزیابی( یک ارگان مستقل که هیچ نوع حمایت مالی را از دولت افغانستان بدست نمی آورد) به نظارت خویش از پیشرفت های دولت در امر مبارزه علیه فساد اداری با تهییه سفارشات بمنظور افزایش موثریت ادارات دولت در رسیدگی به تمام انوع مشکلات مربوط به اشکال فساد اداری مانند اختلاس، خویش خوری و قوم پرستی، اختلاس مالی، ادامه می دهد. در کنار آن، در بعد بین المللی، کمیته مستقل نظارت و ارزیابی در ماه دیسمبر شاهد حظور فعال خویش با جوانب ذیدخل بین المللی در کنفرانس لندن در مورد آینده کمک های بین المللی به افغانستان و همچنان در واشنگتن در مورد تلاش های جهانی بمنظور مبارزه علیه فساد اداری، بود. این گردهمایی ها، به کمیته مستقل نظارت و ارزیابی فرصت شریک نمودن فعالیت ها و همچنان فرصت ایجاد روابط همکاری با ادارات بین المللی دخیل درچیزی که سازمان ملل متحد به آن شکست زنجیر فساد اداری اطلاق میکند، را مساعد ساخت. قسمیکه سازمان بین المللی شفافیت، در اوایل ماه جاری اعلام نمود، فساد اداری بحیث یک مرض شوم در افغانستان باقیمانده است. کمیته مستقل نظارت و ارزیابی، در اوایل سال آینده معلومات جدید و جامعی از 180 سفارش که از سال 2011 بدین سؤ ارایه نموده است، را منتشر خواهد ساخت تا بدینگونه یک تصویر کلی را از وضعیت فعلی مبارزه علیه فساد اداری در افغانستان ارایه نماید. و این آرزوی عمیق ماست که الی 18 قوس 1394، کمیته مستقل نظارت و ارزیابی بتواند تا پیشرفت قابل ملاحظه یی را در مورد این شاخص ها و شاخص های دیگر گزارش دهد تا مردم افغانستان بتوانند این پیشرفت را توام با پیشرفتهای قابل ملاحظه در زندگی روزمره شان، مشاهده کنند.
