MEDIA RELEASE FOR IMMEDIATE RELEASE September 27, 2014 CHARGES AGAINST POLICE FOR DEANE’S DEATH ENCOURAGING - CAPI The move by INDECOM to charge three (3) police personnel in relation to the brutal killing of Mario Deane is being viewed by civil lobby group CITIZENS’ ACTION FOR PRINCIPLES AND INTEGRITY (CAPI) as encouraging and a major step in the journey towards justice for the Deane family. Arising out of INDECOM’s investigation in the beating and subsequent death of 31 year old construction worker Mario Deane, who was fatally beaten in custody after arrested for a ganja spliff, Corporal Elaine Stewart, District Constables Juliana Clevon and Marlon Grant are charged with manslaughter, misconduct in a public office, and perverting the course of justice. Co-convenor Dennis Meadows says the ruling while encouraging, CAPI is cautiously optimistic for the ultimate outcome as a conviction on the charges proffered is a desired outcome which hinges on the quality of evidence to be marshaled by the prosecution. “The ruling sends a signal of intolerance for the lack of regard for the human rights of ordinary Jamaicans by agents of the State, and gives hope that those so inclined will be held accountable for their transgressions. This is also a seminal test for stewardship of INDECOM and its role as independent investigators empowered by statute to investigate and hold agents of the State, including the police, accountable for misconduct.” -30-
