MERAP’s statement for BERSIH’s press conference on 20 November 2014 The Malaysian Electoral Roll Analysis Project (MERAP) has worked on the testimony submitted to the Sabah Royal Commission of Inquiry by Ruslan Bin Alias, Penolong Ketua Unit Bahagian Kad Pengenalan Sabah/Sarawak, on 16 January 2013, and shared our findings in the People’s Tribunal on 13th General Elections held in September 2013. MERAP has identified 49,159 voters in the principal electoral roll as of Q4 2012 (which was supposed to be the electoral roll used in GE13), who obtained the dubious IC (see Appendix 1). In the GE13 results, 2 parliamentary seats in Sabah, i.e. Tawau and Beaufort, were won by a majority smaller than the number of dubious voters in the constituency (see Appendix 2). MERAP only worked on the range of IC no.s disclosed by 1 NRD officer and there are probably more dubious ICs handed out by other NRD officers. Hence, MERAP believes that the voters identified were merely the tip of the iceberg. MERAP assisted the PKR candidate Dato’ Kong Hong Ming @ Kong Fo Min in his election petition which was struck out on the grounds that the courts are not allowed to question gazetted electoral rolls, as per Section 9A of Elections Act, 1958. In his petition, Dato’ Kong did not question the gazetted electoral roll but the electoral roll that was actually used on polling day. The 2 rolls were different. When we reconciled the 2 rolls, we noticed 101 voters have been removed from the gazetted electoral roll while 166 have been added. Among those who were added at the last moment, 155 or 93.4% were holders of the dubious ICs. MERAP also noticed some amazing findings: these voters also surfaced in the electoral roll used for 2008, disappeared and re-emerged just before GE13 polling day! (see Appendix 3) The impact of these dubious ICs is not merely confined to Sabah alone. The electoral roll as at Q4 2012 contained 2,201 of these voters registered in Selangor (see appendix 4) as once these holders of dubious ICs have a foothold in Sabah, he or she has gained access to all states of Malaysia without restriction, unlike certain Malaysians such as Dato’ Ambiga Sreenevasan who were barred from entering Sabah for the Negara-Ku movement.
