MILITANT ATTACKS: JK ORDERS PROBE INTO ‘POSSIBLE LAPSES’ Home Secretary Directed To Look Into Preparedness, Response, ‘Free Run Of Militants’ UMER MAQBOOL Smaller Default Larger Srinagar, Sep 30: The Jammu and Kashmir government has ordered a high-level probe into the possible lapses on part of the security agencies in handling the deadly militant attacks that left 10 persons, excluding three militants, dead in Jammu region last week. The State Home Secretary Suresh Kumar has been directed to submit report on the attacks to the government within two months. The probe has been ordered in the wake of questions being raised on response of security agencies to the attack by different quarters including ministers of the coalition government. An official order No 407(ISA) of 2013 dated 28. 09. 2013, issued by JK government reads that Suresh Kumar, Principal Secretary, Home will inquire into the incidents of firing at Police Station Hira Nagar, Kathua and Army camp at Maheshar Samba. As per terms of reference, the officer will inquire into the “preparedness and response of the police and other security agencies before the attack by the militants” at both the places. The Home Secretary has also been asked to probe into the response of the police during the attack at Police Station, Hiranagar. The officer will also look into nature of the deployment on the road taken by the militants from Hiranagar to Samba. On the day of attack, the militants after attacking Hira Nagar Police station boarded a truck seized there and had free run for 14-kilometers before disembarking near Samba Army camp. Sources disclosed to Greater Kashmir that Kumar will begin the inquiry after the ongoing session of the state legislature ends. “Once the Assembly session is over, he will proceed to Jammu for recording the statements of eyewitnesses, police personnel and other agencies to collate facts about the attacks ,” sources said. The Home Secretary will also seek report from top brass of police about how they handled the attacks. The attacks sent shockwaves in the security establishment prompting police as well as Army to order separate inquiries into it. While JK Police has constituted Special Investigation Team (SIT) to investigate the twin attacks, the Army has ordered a Court of Inquiry (CoI) into it. Even Chief Minister Omar Abdullah also pulled up security agencies for “free run enjoyed by the militants” from the International Border to Hira Nagar and then to Samba on the day of attack, during the high- level Unified Headquarters meeting on Friday at Jammu. #admin_rehan
