SHRI JANESHWAR MISHRA Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:- (a) whether it is a fact that the Dharna organised by the organisation named `Bhartiya Bhasha Andolan` in support of their demand to allow the official language as a medium of examinations conducted by UPSC has been disrupted recently; (b) if so, the reasons therefor; and (c) what action is being taken by Government to implement the Parliamentary Resolution on Official Language? @@ AAAAAA ANSWER MINISTER OF STATE OF DEPARTMENT OF PERSONNEL AND TRAINING AND DEPARTMENT OF PENSIONS AND PENSIONERS WELFARE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (SMT. VASUNDHARA RAJE) (a)&(b) : Some activists under the banner of Akhil Bhartiya Bhasha Samrakshan Sangthan were sitting on dharna in a shamiyana adjacent to the main entrance of UPSC since long. Keeping in view the sensitive nature of work of the Commission, the competent authorities removed the temporary structure on 16.2.2001. (c) : The Official Language Resolution, 1968 passed by both the Houses of Parliament had the following two components:- (i) that compulsory knowledge of either Hindi or English shall be required at the stage of selection of candidates for recruitment to the Union services or posts except in respect of any special services or posts for which a higher standard of knowledge of English alone or Hindi alone, or both, as the case may be, is considered essential for the satisfactory performance of the duties of any such service or post; and (ii) that all the languages included in the Eighth Schedule to the Consitution and English shall be permitted as alternative media for the All India and higher Central Services examinations after ascertaining the views of the Union Public Service Commission on the future scheme of the examinations, the procedural aspects and the timing. So far as component (i) of the Resolution is concerned, the same stands implemented so far as selection of candidates through examinations held by UPSC is concerned. As regards component (ii) of the Resolution, the same has been implemented in respect of the Civil Services (Main) Examination held by Union Public Service Commission. However, so far as its` extension to other examinations held by the UPSC is concerned, there is no consensus amongst the State Governments/UTs etc. in this regard. Union Public Service Commission also feels that this will not only compromise with the confidentiality and impartiality of the examination process but will also have practical problems in implementation.
