Consent Calendar Item #5: Transportation and Infrastructure--Approve the State Legislative Platform for the City of Visalia prepared by John Moffatt of Nielsen, Merksamer, Parrinello, Gross and Leoni, LLP. $8000 per month. Support legislation that reforms the California Public Utilities Commission processes, especially as they relate to setting utility rates and in particular, the rates for water company that supplies water to residents. Question: In light of the above retainer (state law now allows such firms to counsel as well as lobby), why did the city have to pay a *separate* $100,000 to appeal Cal Waters prohibitive (27%) rate hike?
