#MT Kashmir: 1990 Gawkadal massacre:SRINAGAR, Dec 26: In Indian administrated Kashmir the State Human Rights Commission (SHRC) has entrusted inquiry with regard to pending compensations in Gawkadal Massacre to Superintendent of Police investigation wing of the Commission with a direction to submit a report within two months. The inquiry has been ordered in a complaint filed by Ahsan Untoo, chairman International Forum for Justice (IFJ). In his complaint filed on May 1, this year, Untoo had prayed Official sources in SHRC told Kashmir Times that since the Director General of Police, home secretary union of India, state home secretary and IGP Kashmir were ordered to report to the commission on the subject but all of them fail to comply with the directions. “Since then for eight successive hearings in the matter, the state officials and officials of government of India have failed to submit their responses. During this period one of the accused the then DySP Allah Baksh expired and never faced the enquiry,” Untoo said. According to him a division bench of the SHRC comprising J A Kawoos and Rafiq Fida ordered a special enquiry to be conducted by the SP of the police investigations wing of the Commission. Through his complaint filed before SHRC, Untoo had prayed prayed that the Commission may take cognizance of the matter and enquiry in the said killing may be conducted and the innocent persons killed in the same manner may be compensated. “Also an FIR may be lodged against the DSP Alla Baksh,” read Untoo’s compliant. “IFJ feels satisfied with today’s order of the SHRC and urges the inquiry officer to conduct this inquiry in free and impartial manner. Also we urge the concerned government officials to cooperate in this fresh inquiry so that justice can be delivered to the family members f the victims of the Gawkadal massacre and also the culprits should be held accountable for their crime,” Untoo has said in a statement issued to press. According to Untoo, on January 21, 1990 a peaceful demonstration against Chota Bazar molestation at Gawkadal was fired upon resulting into the death of 50 persons. Many protesters were injured in this incident. “For 22 years the government has neither prosecuted any official involved in this gruesome massacre nor has it allowed credible investigation, instead the police has filed an FIR in the Kral Khud police station under FIR number 3/9i0, against the protesters claiming them to gave attacked the police and CRPF personnel and also recorded the death of 22 persons,” Untoo states. The complainant had informed the Commission that the CRPF and police personnel had ‘deliberately fired on the peaceful protestors on the head and chest with the intention to kill all these incidents were planned by the then DSP Allah Baksh thereby creating the first incident of Human Rights Violations.” “..the concerned authorities have lodged an FIR in P/S Kral Khud under FIR No: 3/90 in which the concerned authorities have shown that only 21 persons were killed and the said FIR was lodged when the Human Rights agencies prevailed upon the Govt. of India to investigate the matter and till date no investigation was conducted and the persons who were involved in the murder of 52 persons are roaming freely and one among them who is the main conspirator is then DSP Alla Baksh who is roaming freely and the unfortunate part is that the said conspirator has been awarded promotions and doles,” #MT
