MY SPEECH DURING A PRESS CONFERENCE ON FINAL CALL FOR BIOMETRIC DATA CAPTURE EXERCISE FOR ALL PUBLIC SERVANTS HELD AT THE BOARDROOM IN MY OFFICE IN HARAMBEE HOUSE TODAY. As you are aware, on the 1st September, 2014 His Excellency the President launched the Biometric Data Capture Exercise for the National Government Ministries/Departments as part of the Joint Capacity Assessment and Rationalization of the Public Service (CARPS) Programme. The Governors for the respective County Governments subsequently launched the exercise beginning with Phase I comprising 23 Counties on 22nd September, 2014. The phase 2 of the Exercise for the remaining 23 Counties was launched by the respective Governors of the Counties on 13th October, 2014 and is scheduled to end on 31st October, 2014. I am pleased to inform you that the programme has progressed well and so far we have captured the Biometric Data of over 90% of the public servants. The data captured so far shows that a number of employees have not presented themselves for the exercise as required. From the onset we have clearly indicated that those employees who fail to present themselves for the exercise without justifiable cause will be deemed as ‘ghost workers’ and subsequently will be removed from the payroll. I have always said that the Capacity Assessment and Rationalization of the Public Service is meant to enhance efficiency and effectiveness in service delivery to the citizens and is not meant to victimize any public servant. It is for this reason that I have directed the Inter-Agency Technical Committee of the CARPS Programme to accord those public servants who have not undertaken the Biometric Data Capture exercise for one reason or another an opportunity to do so. This extra registration shall take place from Monday, 27th October, 2014 to Friday, 31st October, 2014 at the following locations: 1. Nairobi – Kenyatta International Convention Centre (KICC) 2. Counties - Headquarters in the following 13 Counties where the exercise is currently ongoing ; Bomet, Kisii, Makueni, Muranga, Homa Bay ,Trans-Nzoia, West-Pokot, Vihiga, Bungoma, Siaya, Kilifi, Nandi and Baringo All those who have not registered should present themselves in person with the following documents as required for the Biometric Data Registration exercise: 1. Original Identity Card; 2. Letter of 1st Appointment to the service; 3. Letter of Appointment to the current grade; 4. Original academic and professional certificates and 5. Birth Certificates As additional requirement, the employees must present a letter from their Head of Human Resources Department confirming that they are bona-fide public servants in their respective Ministry/Department or County and giving reasons why they were not registered during the scheduled period. Those who will fail to present themselves during this extended registration period will be deemed as ‘ghost’ workers and will be removed from the payroll. In this regard, the Principal Secretaries, County Secretaries and County Assembly Clerks are advised to bring this information to the attention of all the public officers accordingly. Similarly, I call upon Ministries/Departments and Counties to conclude the ongoing Institutional Review Exercise by 31st October 2014 to allow the finalization of this phase of the CARPS Programme.
