Mamababy, do not bait, you might not like the catch, but let me just humor you..,the subsistence is modeled after the United States Congress who gets subsistence for being required to live outside of their jurisdiction when Congress is in session. I do not agree with it entirely, but it is within their purview. They cannot raise their own salary during their term and this is one of the ways they could increase their financial benefit. This subsistence helps minorities in the legislature pay for office operation as well since their discretionary fund is minimal or zero, depending on their house rules regulating distribution. However, given that majority of the representatives from Tinian and Rota are members of the majority - except maybe Trenton Connor, I am not certain - I do not see the need for this, especially at this point in time when everyone is supposedly suffering, especially the retirees who are supposedly on the verge of famine, without utility, and being homeless due to the 25% cut in their pensions. But, then again, perhaps Victor is banking on the casino revenue. And, please stop talking about Tinian and Rotas lack of contribution to the general revenue. The reports are convoluted by contractors not reporting their projects revenue as Tinian and Rotas revenue. The wholesalers not reporting - and not required to - purchases to stock outer islands stores, supplies and materials shipped to the outer islands for business operation, purchases of construction materials for residential or commercial buildings, hotel and car rental revenues generated by the people of Rota and Tinian when visiting Saipan. Not to mention, the tour agencies using our beach and coastline for diving and snorkeling activities, and the fishermen fishing on our shores are also earning unreported revenue...and do not forget the 19 million land lease proceeds that MPLT is happily investing and reaping profits from it. Oh, do not forget that for the longest time, the Tinian/Saipan Freedom Air route was the sole supporter for its cow operation - Guam/Rota/Saipan route - until Star Marianas came and finally drove it out of business. This lack of contribution mentality espoused by some people on Saipan is lacking any significant evidence to support it and is, quite frankly, tiresome! Like it or not, Tinian and Rota are very much a part of the CNMI, especially Tinian since there will not be a CNMI without her lovely body cut into three, two of which now belongs to the United States Military to do or not do with it as they please! These, however, do not justify useless expenditures of PUBLIC fund!
