Minimum Requirements... Requirements: • An appropriate 3 year B-degree/ Diploma (or equivalent qualification) - NQF 6; • A minimum of 10 years recognizable experience in Community Development after obtaining the required qualification, of which 5 years must be appropriate experience in community policy development; Job Specification... Key performance areas: • Participate in the formulation of policy/legislation at the national and provincial level; • Coordinate sector departments at provincial level regarding poverty issues; • Develop an implementation framework and manage the funding process for programme; • Manage a community development policy unit to ensure that the required legislating policies and procedures are developed through the efficient and effective utilization of human resource; • Keep up to date with the new developments in the community development and management fields ; • Plan and ensure that community development policy research and development are undertaken. Competencies: • Knowledge of the following: o Policy formulation and implementation; o Individual and group behavior, its inter-relations within community structures, dynamics of the community and current legislation to enable interventions; o Public Services Management Framework, i.e. PFMA, Labour Relations Act, etc.; o Staff Management; o Project Management; o Financial Management; • Extensive knowledge on theories and systems, skills, attitudes and values in community development to guide employees on its application; • Good communication (written and verbal) skills in at least two of the official languages of the Western Cape; • Policy analysis and development and presentation skills; • The ability and competence to manage business projects and interface with Corporate Social Investment units as well as the ability to influence business, corporate, international entities and other partners.
