‘Many people with disabilities end up in prisons—particularly those with cognitive and affective disabilities. A New York Times article (August 7, 2000) pointed out that one in ten death row inmates are mentally retarded. Since the majority of people in the United States become quadriplegic or paraplegic from gunshot wounds, a disproportionate number of African American males are so impaired.
