Marine Manager - Mozambique Our client in Northern Mozambique urgently seeks the services of a qualified and experienced Marine Manager for their operations. The candidate must be able to start immediately. Main purpose of job: Responsible for maximising throughput and exportation of the final product in the most cost effective manner possible whilst optimising throughout the mining operation the utilisation of plant and equipment; Responsible for the development of an optimised mine plan and mining sequence; Responsible for the development a very detailed three to six month look ahead plan; Responsible for the ongoing review of the 3 year mine operations plan; Responsible for the development and delivery of a detailed capital and operating budget. Tasks: KEY MANAGEMENT RESPONSIBILITIES 1. EH&S compliance and management for the team and all people working in the area a. Ensure the definition of the requirements for effective EH&S management and compliance throughout the Marine operation (policies, procedures, processes, guidelines, standards and direction). These must comply with Kenmare, legal and statutory EH&S requirements b. Establish the processes for the communication of the requirements for effective EH&S management and compliance c. Ensure that the requirements for effective EH&S management and compliance are clearly communicated and understood by direct reports and all personnel operating on site (employees, contractors and other personnel) d. Ensure through appropriate direction and supervision that the EH&S standards are adhered to e. Ensure through own personal behaviour absolute compliance with EH&S requirements, setting an example to all employees regarding their expected standards of compliance with EH&S requirements. 2. Ensure the required standards of leadership are provided to the Marine team through the following: a. Appropriate assignment of task and activity is provided to ensure the establishment of performance criteria expectations for the individual or team of what is to be achieved in terms of Quantity, Quality, Resources and Timeframe. b. Provide direction with appropriate discretion levels set as to the method and processes to be used throughout the Marine operation c. Follow up and monitor actual performance against planned performance of direct reports and the Marine team d. Provide feedback to reinforce good performance and positive behaviours and communicate and identify improvable performance and behaviour e. Coach and support personnel in order to enhance their performance and the outcomes of the team f. Communicate information accurately, in a timely manner and in the appropriate format 3. Ensure the definition of key operational and performance parameters for all areas of responsibility, communicating these standards and ensuring compliance to these by direct reports and other stakeholders 4. Ensure the development of a culture throughout the Department of accountability for delivery of performance to plan. 5. Responsible for the development of the required processes to deliver a clear commercial basis for all decisions that are made 6. Ensure the processes, systems, tools and competencies to ensure effective problem definition and problem solving outcomes are delivered for all areas of accountability. 7. Responsible for the development of the required cost control systems and processes throughout the Department and ensuring that the required level of compliance with these is achieved 8. Ensure the identification and definition of the required processes, systems, tools, resources, capabilities and skills to enable the effective operation of the Marine department and ensure the delivery of budget requirements 9. Responsible for ensuring the training and development requirements of personnel operating in the Marine department are identified and plans established to deliver these within the agreed timeframes 10 Responsible for the establishment of the required performance management processes and the implementation of these. These will include but not be limited to daily, weekly, monthly, quarterly and annual processes KEY MARINE MANAGER RESPONSIBILITIES 1. Responsible for the development of a very detailed three to six month look-ahead plan which includes: a. Delivery of the current budget requirements and any initiatives that may be required to facilitate this delivery b. The delivery of planned capital requirements c. Any identified improvements and enhancements to the operation of the Marine facilities d. Personnel requirements e. Systems and process requirements 2. Responsible for ensuring that products are despatched in sequence and in a timely manner to meet contractual requirements through the management of Marine planning and scheduling processes and effective liaison with Marketing and Operations 3. Responsible for the management and coordination of the loading operations at Moma in order to ensure the timely turnaround of scheduled vessels. This will include responsibility for: a. Approval of vessel and loading plan b. Pilotage to anchorage c. Compliance with cargo loading plan to maintain vessel trim d. Loading activities e. Safe operation of equipment and personnel f. Prevention of demurrage charges being incurred 4. Responsible for the management and optimisation of the operation of facilities and plant, including barges, loading facilities, warehousing, materials handling and mobile equipment required to effectively discharge the daily functions of the Marine operations 5. Responsible for the negotiations and the resolution of contractual issues with government marine agencies, stevedoring contractors, ships masters and other suppliers 6. Responsible for the development of a 12 month asset management plan to deliver the following: a. Agreed Marine service performance standards b. Customer requirements c. Community obligations d. Protection of the environment e. Standards of public and employee safety f. Life cycle costs g. Risk exposure h. Long term viability i. Achievement of acceptable rates of return on assets j. Industry standards k. Technical requirements l. Legal compliance 7. Responsible for the development and delivery of a detailed capital and operating budget, ensuring that it is consistent within corporate guidelines and will deliver both current and future business outcomes 8. Responsible for the negotiation of the contracts with recruitment agencies and selection of the required resources (both internal, external and contract) for the operation various Marine facilities and activities Requirements profile for job: Formal Qualifications (School, College, University): B degree or equivalent Relevant Professional qualification PFSO Certification CAPABILITY: Ability to plan and carry out sequential projects while considering downstream consequences, contingencies and alternative pathways Experience: 5 – 10 years appropriate experience Leadership and core competencies Notes: They will be based on Mine living in the Camp. There a no schools, shops, banks, etc. The roaster is 2months on the site and two months off (home) at company cost. In the Camp, there is a network, internet, small shop, A Bar, a Gym recently equipped (just for employees) and they are close to the beach.
