Mediators in Addis Ababa studiously played down the fact that the cessation of hostilities agreement signed on 9 May was not the result of face-to-face talks between South Sudans rival leaders. Instead, the accord took weeks of negotiation by their representatives, themselves powerful politicians. The two men who bear greatest responsibility for the conflict, President Salva Kiir Mayardit and former Vice-President, Riek Machar Teny Dhurgon, held only proximity talks.
